SUMMARY: (Summary description of the primary duties and objectives of the position.)
Oversee two residential house managers who manages four residential homes. Research, develops, creates, and implements new adult service concepts, supporting individuals with developmental disabilities, with a focus on life skills, social/emotional development, communication, problem solving, safety, recreation, and extensive community inclusiveness. In addition, the director coordinates with program personnel, clients, families, community partners, post-school service providers, governmental agencies, and employers to execute this work, while ensuring services are developed through a dynamic, person-centered model aligned to evidence-based practices. The director ensures the house managers are provided with the tools needed to implement high-quality programming, and he/she/they also build structures for monitoring the quality of implementation against specific accountability measures.

ESSENTIAL DUTIES: (Individual duties, assignments, and responsibilities required of the position.)
- Provides coaching, direction, leadership, training, and supervision to house managers and substitute staff.
- Work collaboratively with other program directors to ensure quality services to residents of community integrated living arranged homes.
- Conduct safety checks to ensure homes are fully aligned with state rules and regulations.
- Participate in an on-call rotation with other directors on-call.
- Create program policies and procedures for operational purposes in collaboration with other directors and the Vice President of Disability Services.
- Enforce policies and procedures and agency protocols to maintain program integrity.
- Monitor program budgets and monthly billing for CRS, ICILA and Literacy programs.
- Assume intake responsibilities for CRS and ICILA programs maintain quarterly enrollments and attendance.
- Ensure proper intake strategies and maintain a percentage of each program that aligns with the budget.
- Assists in the development and implementation of the plan to meet departmental annual program goals and objectives.
- Obtains and incorporates input from program staff for the strategic planning process.
- Collaborates with other Program Directors to ensure the provision of high-quality services to program individuals and their families, and the achievement of the agency's mission, goals, and objectives.
- Conduct semi-annual Townhall meetings with clients and guardians.
- Responsible for all strategic planning and business goal development to ensure growth and expansion of services aligned to the needs of the people served and the broader community of people seeking housing.
- Serve on necessary committees such as the Intake Committee and assume Chair or Co-Chair of the Behavioral Management Committee or the Human Rights Committee.
- Participate as a trainer in support of the program budget and the needs of staff training such as Crisis Intervention Training and other pertinent to the program and developmental service department.
- Maintain regular attendance at each residence to coach, interact and ensure program compliance and the needs of the individuals.
- Develop, monitor, and adjust performance metrics to evaluate program services.
- Supervises program budget and monitor monthly receipts submitted by house managers.
- Regularly monitors monthly budget reports, providing feedback to the Vice President of Disability Services as needed. Takes necessary actions to insure prudent utilization of resources.
- Establishes and maintains ongoing communication with current and prospective community partners.
- Maintain and build upon current relationships in the local community to secure opportunities for residents.
- Recruits, supervises, and evaluates to increase performance.
- Research, plans, and participate in networking events.
- Collaborates with external and other agency staff to expand client access to a range of vocational training, employment or housing opportunities, with individualized support, aligned to tenants of the Illinois Employment First Act.
- Ensure departmental managers and staff plan and implements ongoing community-based activities for all clients.
- Plans, prepares, and conducts professional development and training to agency staff and, when relevant, outside participants, on the needs of adults with developmental disabilities.
- Co-authors, edits, and secure grant programs or additional funding opportunities or equipment donations for program expansion.
- Monitors client financial expenses and take immediate action in alignment with program policies and procedures.
- Ensures timely review and response to critical incidents that are reported through DHS Critical Incident Reporting Analysis System (CIRAS).
- Performs other related duties as assigned.
SPECIFIC MANAGEMENT DUTIES
- Oversees day-to-day aspects of client services and day and residential staff.
- Effectively monitors, maintains, and track expenses and budgets for all disability programs.
- Models, implements, and assesses disability-specific instructional practices and strategies related to learning,
- communicative, social/emotional, and behavioral needs of clients to enhance programming.
- Fosters a culture of teamwork and open communication via regular staff meetings.
- Implements and enforces all federal and state policies and procedures in alignment with RULE 115, 116, & 119.
- Develops and implements thorough procedures for adult service programs and housing.
- Ensures all programs have monthly activity schedules and community engagement that provides opportunity to all clients.
- Ensures timely completion of all departmental paperwork, data, and record keeping.
- Ensures transportation services for clients are effectively managed throughout the year.
- Always ensure adherence to all mandated reporter and OIG guidelines.
- Ensures an accurate billing system is maintained for all client services.
- Establish an on-call rotation schedule for team of managers.
REQUIREMENTS (Competencies, skills, abilities, experience, education necessary.)
EDUCATION/EXPERIENCE
- Bachelor's degree in a related field such as Special Education, Rehabilitation Services, or Social Services related field.
- Certified as a Qualified Intellectual Disabilities Professional (QIDP) or must be able to obtain certification as QIDP within 6 months.
- Minimum 5 years of managerial experience working with people with disabilities.
VEHICLE/TRANSPORTATION:
- Valid driver's and must meet all requirements to drive agency vehicles.
QUALIFICATIONS
- In-depth knowledge of research and evidence-based practices in the field of autism and developmental disabilities with demonstrated ability to apply said practices.
- Ability to establish and work effectively with school-based staff, clients, families, governmental agencies, community-based agencies, and employers.
- Self-starter with ability to multi-task in a high stress environment.
- Demonstrated knowledge of strategies for developing, coordinating, and maintaining community-based programs.
- Ability to establish and maintain data tracking systems and utilize various software programs for project and program efficiency.
- Ability to work with people from diverse backgrounds and cultivate an atmosphere of cultural responsiveness, respect, and teamwork.
- Excellent interpersonal, organizational, verbal, and written communication skills.
- Extensive experience in developing and delivering professional development and training opportunities.
- Ability to manage professionals, review work effectiveness, and develop colleagues' skills as needed.
