SALARY: Pursuant to WV Code 18A-4-2, in accordance with Kanawha County Schools Admistration Salary Schedule, commensurate with experience and education level.
EVALUATION: Performance in this position will be evaluated by the Deputy Superintendent and in accordance with WV State Code 18A-2-12, WV State Board Policy 5310, and KCSBOE Policy Performance Evaluation of School Personnel - Administrative Procedures.
JOB SUMMARY: Directs the security program for Kanawha County Schools within the regulations established by the State and the Kanawha County Board of Education; to develop and evaluate a system to ensure the security of students and staff; to organize and execute appropriate security training programs for staff development. Directs a secure environment for students, employees and visitors using the all hazards approach by helping to develop, establish and enforce security policies, access control procedures, security prevention efforts, support risk management efforts and emergency management.

PERFORMANCE RESPONSIBILITIES: Essential Job Duties.
- Senior policy and management responsibility for security planning, including training and promoting the overall efficiency of school system security operations.
- Identify and implement needed safety and security enhancements to include vestibule security, visitor access and control systems, electronic locking systems, surveillance camera systems, radio communication systems, and monitor secure phone systems.
- Provides security leadership to District employees.
- Acts as senior authority for security and is responsible for the design and development of the security process, including training programs.
- Directs the security processes, establishes programs, plans and implements the District-wide security management goals within the regulations established by the State and the Kanawha County Board of Education.
- Advises the superintendent on changes and enhancements to security management policies for submission to, and adoption by, the Board of Education, as appropriate.
- Analyzes school and work environments and design programs to control, eliminate and prevent security risks.
- Investigates security violations and studies possible causes to recommend corrective action.
- Conducts security inspections, job hazard analysis and other technical assistance to various schools, departments and personnel.
- Determines and communicates security policies and procedures by studying organization operations and schedules.
- Establishes internal controls; conducts inspections as appropriate; reports potential security issues to appropriate departments.
- Creates and updates School Board policies and Standard Operating Procedures regarding security manuals; coordinates and conducts training sessions for staff, parents and students.
- Secures facilities, equipment, students and personnel by working in conjunction with the appropriate District departments in recommending security equipment purchases.
- Conducts and coordinates security and emergency preparedness training by developing, scheduling and/or facilitating training for staff, students and public officials relating to school security and emergency preparedness.
- Conducts security planning with school resource officers, local government planners, and first responders.
- Works with appropriate departments to meet operational security needs within budget; works with Finance, Facilities and Maintenance departments for capital improvements as needed; schedules expenditures.
- Supervises School Security Officers as well as setting the proper protocol for school security.
- Performs others duties as assigned by the Deputy Superintendent.
QUALIFICATIONS:
- Bachelor's Degree in Criminal Justice, Police Science or related field. Masters preferred.
- Possess knowledge of local, state and federal laws, rules and regulations related to security.
- Minimum of six years' experience in the field of Security.
- Significant demonstrated professional work experience in Law Enforcement, Security, Risk Management, or Emergency Management.
