ISD #595 is located East Grand Forks, MN, a city with a population of approximately 9,000 and located in the heart of the Red River Valley in Northwest Minnesota. It borders Grand Forks, ND and is very close to the University of North Dakota and Northland Community and Technical College. The district's K-12 enrollment is approximately 1,900 students in four separate school buildings housing grades K-2, 3-5, 6-8 and 9-12. The district also boasts a thriving Preschool Program and lifelong learning opportunities through Community Education.

Basic Function of the Position:
The Director of Student Services directs the planning, development, organization, management and implementation of all aspects of Special Education and Early Childhood Special Education for the District including but not limited to Title I, 504 Compliance, Homeless Education Program, American Indian Education, English Learners support, all grant-funded programs and other duties as assigned, Furthermore, the Director ensures compliance with all laws, codes and regulations related to Student Services; evaluates assigned personnel, and collaborates/provides support to administrative and professional staff in a manner that is consistent with the mission, vision, and priorities of the East Grand Forks School District.

Position Qualifications:
Minimum Qualifications:
Requires current valid Minnesota Administrative License (K-12 Principal, Superintendent, Director of Special Education).
Requires Bachelor's Degree in education or related field.
Strong background in special education administration and instruction, including experience with special education processes, procedures and legal requirements, and a deep understanding of IEP development and evaluation.
Demonstrated experience working with social, emotional and behavioral intervention teams and nurturing school culture required.
Experience leading district Indian Education programming. Grant writing experience. Knowledge of Achievement and Integration Minnesota (AIM). Knowledge of student homelessness regulations. Knowledge of Title I Compliance.
Highly skilled in facilitating the development and presentation of staff development opportunities. Skilled in verbal and written communication to/with a diverse audience. Ability to problem solve in a variety of settings.
Ability to respond to common inquiries or complaints from administrators, teachers, other District employees, the general public and the School Board. Ability to effectively present information to administrators, teachers, other District employees, the general public and the School Board. Ability to define problems, collect data, establish facts, and draw valid conclusions
Preferred Qualifications:
Master's Degree preferred.
Teaching and administrative experience preferred.
Reporting Relationship:
The Director of Student Services reports directly to the Superintendent

- Special Education - Evaluate district overall needs relating to special education services; Mange IEP processes to ensure plans are met; Lead, mentor and support all special services personnel and support staff; Provide all special services personnel and support staff with comprehensive system for staff development to assure special education compliance; Oversee and coordinate tuition billing, third party billing, special transportation and referral for outside services; Collaborate with the business manager on the special education budget; Prepare and submit all the special education compliance reports to MDE
- Early Childhood Special Education - Identify funding sources, write grant proposals and pursue opportunities for financial aid for program enhancements,
- Title 1 Compliance - Maintain accurate student data records for Title 1 audits; Collect and evaluate information and data for Title 1 grant applications;
- 504 Compliance - Assist in implementation of student 504 plans; Manage district 504 plans; Prepare and submit 504 compliance reports to MDE
- Student Experiencing Homelessness Education Programming - Serve as one of the primary contacts between families experiencing homelessness and school staff, district personnel, shelter workers, and other service providers; Coordinate services to ensure that students experiencing homelessness enroll in school and have the opportunity to succeed academically; Direct the district's compliance with the McKinney-Vento Homeless Assistance Act
- AIE Support and Compliance - Maintain accurate 506 documentation for Title VI and Johnson O'Malley Act programs; Seek and write grants; Develop and implement American Indian student youth group; Organize and implement tutorial services to eligible students; Organize and implement classroom curriculum and community presentations on cultural activities; Attend and support American Indian programs, presentations and events when possible; Prepare and submit American Indian Education compliance reports to MDE
- EL Support and Compliance - Provide leadership, supervision, guidance and support for the EL program and staff; Prepare and submit EL compliance reports to MDE
