The Director of Supportive Housing Services is responsible for the administration and supervision of all components of Housing Matters' Supportive Housing program including Casa Azul and Harvey West Studios. This includes developing protocols, policies, and procedures applicable to supportive housing programs and staff. Additionally, the Director is responsible for the quality of care, effectiveness, and efficiency of services maintaining contractual relationships, and supervision of case management and residential services.

Preferred Experience and Requirements
Any combination of training and experience which would provide the required knowledge and abilities is qualifying. Typical ways to obtain this knowledge would be:
- Minimum 5 years experience of work in the management of supportive housing, homeless services, including experience with homeless individuals and families, veterans, recovery services, stabilization, and housing placement services, direct supervision of staff, program and budget oversight, or another related social service field with an emphasis on mental health
- MSW, MFT or MA/MS in Psychology, Sociology, Public Administration or related field preferred
- 5 to 10 years of professional experience in the human services, social work, or related field
- Must possess and demonstrate strong leadership and administrative skills
- Must possess management abilities, including the ability to make decisions, train, coach, and mentor staff
- Understanding of the Coordinated Entry System utilized in Santa Cruz County preferred
- Must have strong professional experience working with community/partner agencies
- Knowledge of housing and housing-related laws specific to Santa Cruz, California
- Creative problem-solving skills
- Bilingual: Spanish/English preferred

- De-escalation, Motivational Interviewing, Trauma Informed Care, Strengths Based Case Management
- Issues affecting families and individuals experiencing homelessness
- Community resources; public social service and assistance programs
- Building, managing, and overseeing program operations
- Principles and techniques of supervision and training
- Program development, program evaluation, and measuring impact
Essential Functions;
- Program Oversight:
- Directly responsible for supportive housing programs at various Housing Matters housing sites
- Directly responsible for the development and implementation of policies, procedures, and outcomes, and providing leadership to all supportive housing staff and programs, including Harvey West Studios program development and any emerging issues affecting service delivery
- Ensures that programs comply with funding regulations, goals, and stakeholder expectations
- Ensures that the Harvey West Studios Residential Lease and Community Policies are adhered to by residents and communicates regularly with program staff regarding any behavioral issues affecting the community
- Leads regular weekly meetings for case conferencing and coordination of services
- Leads CalAIM Community Supports and Enhanced Care Management services
- Program/Staff Supervision:
- Provides regular and appropriate feedback and supervision, including training, opportunities for professional growth, verbal and written improvement plans when needed, and regular evaluations to Case Management and Resident Services teams
- Develops annual staff training and professional development programs
- Ensures that supportive housing program employees are using the most recent versions of all relevant documents, forms, and agreements, and are maintaining complete and accurate participant files for programs
- Ensures that staff appropriately document and report incidents and Participant Rights complaints
- Coordination of Departments:
- Ensures that supportive housing programs are successfully integrating supportive services and housing components to stabilize and improve housing, income, and health outcomes of participants
- Facilitates ongoing meetings between behavioral health teams and program providers
- Coordinates with partners on leasing and maintains full occupancy. Participates in regularly scheduled meetings with the property management at Harvey West Studios to coordinate services onsite and discuss building and tenant matters, including but not limited to; turn-over units, new applicant referrals, housing stability, eviction prevention, and maintaining a good working relationship with property management
- Works with an external property management company to ensure that the Harvey West Studios building is updated as needed, is well-maintained and clean, and Maintenance Requests are submitted in a timely manner
- Evaluation and Quality Systems Management:
- Leads program evaluation efforts and ensures consistent quality improvement
- Ensures compliance with all program's contractual requirements, funding streams, and organizational and accreditation policies and guidelines
- Ensures federal, state, and local Fair Housing law compliance to ensure equity within the supportive housing programs
- Regularly reviews and updates supportive housing program policies, procedures, and forms and ensures the Chief Initiatives Officer receives updated documents to incorporate into the organization's Policies and Procedures manual.
- Agency Liaison to the Community:
- Develops relationships with the community
- Represent Housing Matters as the main point of contact for Harvey West Studios program with external partner agencies
- Fiscal Management:
- Assists in the creation of supportive housing program budgets, ensures that programs operate within such approved budgets, and oversees appropriate, timely spend-down of all supportive housing grants
- Completes billings, funder, and accreditation reports/audits, as needed, in a timely manner
- Leadership:
- Collaborates regularly with the Housing Matters Leadership Team
- Participates in regular meetings to discuss issues relating to finances, human resources, and program operations
- Provides updates to the Executive Leadership Team as needed
- Performs additional tasks as requested by the Chief Initiatives Officer
