Primary Purpose:

Responsible for the overall management of the Information Technology Department and strategic planning of technology systems districtwide. Provide expertise and direction in the development, deployment, and use of information technology in the district.

Qualifications:

Education/Certification:
  • Bachelor's degree in computer science or related field

Special Knowledge/Skills:
  • Knowledge of computer network, hardware, and software applications
  • Knowledge of computer applications development and implementation
  • Ability to manage budget and personnel; coordinate district function; implement policy and procedure
  • Excellent organizational, communication, and interpersonal skills
  • Ability to interpret data

Experience:
  • 2 years of experience in supervision and management of an information systems department for a large organization

Major Responsibilities and Duties:
Technology and Information Management
  • Analyze complex business needs presented by schools and administrative departments, and develop and implement technical solutions. Explain technology solutions to senior management through presentation and advocacy.
  • Manage, direct, and assign priorities and personnel to major projects to ensure attainment of district and department goals and objectives.
  • Develop and implement district standards and specifications for hardware and software use, and computer networking.
  • Devise, develop, implement, and maintain systems of internal controls, emergency and backup procedures, proper licensing, system upgrades, and disaster recovery plans to ensure integrity of information, security of databases, and internal network access control.
  • Oversee support between the education service center and district staff, including programming, application support, and end-user support.
  • Manage, direct, and assign priorities and personnel to major projects to ensure attainment of district and department goals and objectives.
  • Oversee the installation, maintenance, and repair of all computer hardware and software throughout the district.
  • Assist with the implementation of staff development in the area of information management and technology; make presentations as needed.
  • Develop and implement a disaster recover plan (technology related).
  • Develop and coordinate a continuing evaluation of information and technology services and implement changes based on findings.
  • Policy, Reports, and Law
  • Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the area of information management and technology.
  • Compile, maintain, and file all reports, records, and other documents as required.
  • Participate in the research of and application for technology-related grants or revenue sources.
  • Follow district safety protocols and emergency procedures.
  • Budget and Inventory
  • Develop and administer the information technology budget based on documented needs, and ensure that operations are cost-effective and funds are managed wisely.
  • Compile budget and cost estimates based upon documented program needs.
  • Participate in contract negotiations for computer hardware, software, maintenance, and related services.
  • Coordinate the purchase of all computer hardware, software, and supplies; initiate purchase orders and bids in accordance with budgetary limitations and district policies.
  • Approve and forward department invoices and purchase orders to accounting department.
  • Recommend the disposal and replacement of obsolete equipment when necessary.
  • Personnel Management
    21. Prepare, review, and revise technology department job descriptions.
  • Select, train, supervise, and evaluate staff, and make recommendations relative to assignment, retention, discipline, and dismissal.

  • Instructional/Program Management
  • Monitor the SISD computer network of over 2000 client nodes, devices, and multiple servers.
  • Monitor networked and stand-alone printing solutions.Seek alternative sources of funding (grants, etc.) and serve as project director for any grants received.
  • Apply for and coordinate any eRate funding available. Complete documentation required throughout the eRate process and maintain documentation as required by USAC.
  • Share needs assessments with the Superintendent and Assistant Superintendent.
  • Serve as contact for Campus Technology Advisory Committees.
  • Supervise district's WAN, LAN(s), wireless wan, and infrastructure.
  • Diagnose computer problems-hardware, software, network.
  • Evaluate and approve faculty recommendations for software.
  • Evaluate and update the district technology plan for computers and technology (structural changes, wiring, facilities planning, etc.).
  • Coordinate maintenance of hardware/software inventory with ITT.
  • Supervise inventory of district IP addresses.
  • Work with vendors on implementation of new hardware and software purchases.
  • Work with Instructional Technology Specialists, administrators, and department heads to implement the technology into the curriculum.
  • Oversee implementation of Technology bond projects.
  • Publish and maintain required web postings as prescribed by state agencies.
  • Develop training programs for the school and community.
  • Supervise maintenance of all district servers.
  • Supervise use and maintenance of district databases.
  • Supervise maintenance of email system for all authorized users.
  • Supervise data back-ups of all servers.
  • Supervise and maintain security software.
  • Supervise internet filtering device and software.
  • Supervise the district's student and financial management system and PEIMS reporting.

  • School/Organizational Improvement
  • Design the growth plan of technology into all departments (food service, maintenance, transportation, administration, business).

  • Administration and Facilities Management
  • Maintain maintenance agreements for software and hardware as necessary.
  • Supervise hardware and software installation, troubleshooting, and maintenance.
  • Supervise resolution of technical problems as they arise. Supervise the work order system in which problems are received, logged, and fixed.
  • Supervise pre- and post-school year computer maintenance.
  • Set and implement technology equipment policies.
  • Maintain and update the district's Responsible Use Policy and Device User Contracts
  • Help establish policies regarding the use of technology in the district.

  • Professional Growth/Development
  • Maintain and develop ongoing training programs for all levels of staff.
  • Effectively communicate to faculty opportunities for in-service, contests, workshops, organizations, etc.
  • Attend professional growth activities to keep abreast of innovations in information management and technology services.

  • School/Community Relations
  • Promote technology and our students through effective communication with local organizations, web pages, and newspapers.

  • Other
  • Perform all other tasks as assigned by the supervisor.

    Supervise, evaluate, and recommend the hiring and firing of information technology department employees.*
