GENERAL STATEMENT OF JOB DUTIES

The Director of Treasury & Risk provides strategic oversight and direction for setting and achieving GoTriangle's operational goals surrounding cash management, investments, debt instruments, risk management, and insurance programs. This position provides finance business partner consultation for department leaders across the organization and leads a team responsible for financial analysis, ensuring the effective use of funds, and optimizing liquidity and financial flexibility. The Director of Treasury & Risk is responsible for guiding debt issuance and debt management strategies, ensuring that GoTriangle has the financial capacity to support its operational and capital objectives while minimizing financial risk. This role provides critical support to the CFO in strategic decision-making, Supervising the finance analyst role, managing financial risks, and ensuring compliance with financial regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Collaborate with the CFO to provide insight into the finance strategy for the organization.
  • Manage the agency's treasury function, including cash flow forecasting, banking, investment activities, and ensuring adequate liquidity for operations and projects and compliance with agency fund balance policies.
  • Guide the structuring and execution of debt issuances, including developing debt issuance strategies, working with external advisors, and preparing financing documents to ensure optimal terms and cost-effective financing.
  • Manage the Risk Management area and insurance programs to identify and address risks, collaborate with the legal team on active matters, evaluate and analyze data trends and recommend strategies to reduce and minimize claims costs.
  • Manage Workers Compensation program to identify and mitigate injury root causes, coordinate with safety to improve practices and recommend strategies to efficiently monitor and evaluate cases to ensure minimal employee downtime and associated costs.
  • Monitor the agency's debt portfolio, including debt service obligations, refinancing opportunities, and compliance with financial covenants and regulatory requirements.
  • Provide strategic financial advice to the CFO and senior leadership regarding capital structure optimization, debt management, and investment activities.
  • Further the use of financial and personnel analytical tools, where the analyses and metrics are essential to assessing overall organizational performance.
  • Monitor and manage financial risk exposure, including interest rate, credit, and operational risks.
  • Provide and review financial reports regularly including monthly profit/loss, balance sheet and cash flow statements; interpret and present financial results monthly and notifies the CFO of any financial concerns in order to minimize financial risk.
  • Collaborate with GoTriangle departments to develop financial strategies and support major initiatives.
  • Present financial and investment recommendations to senior leadership, Audit and Finance Committee, Board of Trustees, and other stakeholders.
  • Develop, implement, and update financial policies, procedures, and internal controls to ensure fiscal accountability, transparency, and compliance with all federal, state, and agency requirements.
  • Interview, hire and develop subordinate personnel; evaluate performance of employees; provide feedback, coach, discipline, and discharge employees, as appropriate.
  • Stay current on best practices and regulatory changes impacting risk management, treasury management, and public transit funding.
  • Support external audits by preparing and providing required documentation related to risk and treasury activities.
  • Other duties as assigned.


MINIMUM QUALIFICATIONS AND REQUIREMENTS
  • Bachelor's degree in Finance, Accounting, Economics, Business Administration, or related field from an accredited college or university. Master's Degree or CTP certification is preferred.
  • Eight years of progressively responsible experience in the areas of treasury management, risk management, financial planning, and debt management or a related field, with a minimum of three years in a leadership or managerial role. Experience in a public agency or government consulting environment is preferred.
  • Strong knowledge of governmental or public sector budgeting and accounting practices. Familiarity with public transit funding mechanisms, financial planning, and capital project financing is highly desirable.
  • Experience managing cash flow forecasting, liquidity management, and investment activities
  • Experience managing insurance programs.
  • Knowledge and experience in debt issuance processes, including structuring debt deals, preparing financing documents, and working with bond counsel, underwriters, and rating agencies.
  • North Carolina Certified Local Government Finance Officer required within three years of employment.
  • Excellent communication and presentation skills, with experience conveying complex financial information to diverse audiences..
  • Strong analytical, problem-solving, and decision-making abilities.
  • Strong collaboration and relationship management skills.
  • Domain expertise in cash flow forecasting, financial analysis, debt and investment markets, cash management, and enterprise risk management.
  • Demonstrated experience in team leadership and/or supervisory roles including responsibilities for hiring, managing, evaluating and coaching personnel.
  • Strong level of interpersonal skills required.
  • Strong leadership skills and the demonstrated capacity to lead, mentor, coach and direct teams in the delivery of complex projects in a collaborative work environment.
  • Capacity to enforce accountability and a strong commitment to follow-through.
  • Ability to think strategically, anticipate future consequences and trends and incorporate them into the organizational planning.
  • Ability to develop program objectives and work independently on several objectives simultaneously.
  • Knowledge of state, local, and organizational policy, best practices, and compliance.
  • Expert-level proficiency in Microsoft Excel is required. Experience with Microsoft Dynamics 365 ERP system and Microsoft Power BI
  • Self-motivated, self-directed, good multi-tasking skills, quality oriented, flexible, and committed to successful on-time completion of tasks.


An equivalent combination of related education and experience may be substituted for the above stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

Working Conditions:

Works in an office environment where there is minimum exposure to dust, noise, or extreme temperatures. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting operating facilities, during which the incumbent should observe all policies and procedures, safety precautions and regulations, and use all protective clothing and devices provided.

Physical Requirements:

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
