Summary

The Director of Veterans' Affairs is responsible for ensuring that eligible veterans, their dependents or surviving spouses obtain medical, compensation, insurance, burial, and emergency assistance benefits, as allowed under federal, state, or local laws.
Essential Duties
Manage office, including budget preparation and control, purchasing, equipment maintenance, etc.
Ensure compliance with current county, federal and state veterans' benefits.
Supervise support staff responsible for processing veterans' paperwork, and administer all personnel issues.
Supervise the processing of all applications for veterans' benefits, determine eligibility, and verify type and amount of benefit.
Attend meetings and conferences on veterans' benefits.
Attend expositions, as requested by our state representatives and senators, in order to educate seniors on available veterans' benefits and current laws and regulations.
Visit veterans' medical hospitals and nursing homes, and the homes of veterans and their survivors who would like to apply for disability, death pensions, or disability compensation benefits.
Order flags and flag holders for distribution to county veteran organizations responsible for placing flags on the gravesites of veterans buried in the County of Chester. Flags are also distributed to funeral directors and spouses of veterans throughout the year.
Create necessary forms for veterans' benefits.
Arrange for a Color Guard, if requested by the Commissioners.
Perform other duties, tasks and special projects/events, as required.

Qualifications/Preferred Skills, Knowledge & Experience
Associate's degree from an accredited college or university, or equivalent combination of education and experience.
At least three years of related job experience.
Working knowledge of veterans' benefits allowed under federal, state and local laws and regulations.
General understanding of Human Resource guidelines.
Must have a strong commitment to providing quality services to veterans, their dependents and survivors.
Strong organizational skills and the ability to prioritize work.
Strong time management skills.
Excellent verbal and written communication skills.
Strong interpersonal skills.
Ability to handle stressful situations in a productive manner.

A valid driver's license is required.

Physical Demands:

While performing the duties of this position, the employee is frequently required to sit; kneel, stoop, squat or crouch; and lift items. Occasionally, employee will be required to stand, walk, reach or work with arms above shoulder height, bend at the waist or work bent at the waist, climb stairs, and drive a vehicle to and from different locations.
