Job Summary
This position is responsible for directing the city's youth services programs.
Major Duties
- Trains, assigns, supervises, evaluates, and disciplines personnel.
- Develops and directs the implementation of programs and services for at-risk youth that reduce school drop-out, teen pregnancy, youth crime, drug use, and poverty rates; assess programs to determine efficacy and to identify program needs and develop program modifications.
- Maintains and coordinates cooperation among agencies and groups that provide services for youth.
- Organizes and establishes new programs as needed.
- Develops and manages the department budget; controls expenditures; approves billing invoices; monitors spending and makes recommendations for adjustments.
- Reviews and approves employee attendance records, time sheets, and payroll checks.
- Sponsors community recreational, educational, and vocational events in support of youth program.
- Offers counseling to community youth and families; maintains confidentiality.
- Solicits funds; develops grant applications and manages grant funds.
- Transports youth to various program locations.
- Attends conferences and workshops.
- Performs related duties.
Minimum Qualifications
- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
- Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require ten or more years of related experience.
- Possession of or ability to readily obtain a valid driver's license issued by the State of Alabama for the type of vehicle or equipment operated.
- Knowledge of city and departmental policies and procedures.
- Knowledge of the principles, practices and methods used in development and administration of youth services programs.
- Knowledge of budget management principles.
- Knowledge of program management principles.
- Knowledge of grant management principles.
- Knowledge of personnel management principles.
- Knowledge of available community resources.
- Knowledge of modern office procedures and equipment.
- Knowledge of computers and job-related software programs.

Guidelines
- Grant requirements and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
- The work consists of varied management and supervisory duties. The unique need of each program participant contributes to the complexity of the position.
- The purpose of this position is to direct youth services programs. Successful performance provides services in support of at-risk youth.
- Contacts are typically with co-workers, youth, parents and grandparents, elected and appointed officials, physicians, attorneys, judges, school officials, teachers, counselors, law enforcement personnel, and the general public.
- Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.
- The work is typically performed while standing or walking. The employee occasionally lifts light objects.
- The work is typically performed in an office.
- This position has direct supervision over the Senior Programs Coordinator, Programs Coordinator, Administrative Assistant, and Administrative Clerk.
