Responsibilities

Summary

The OPR Director is responsible for providing administrative and operational oversight, direction and direct involvement in the investigation and management of highly sensitive information related to allegations and incidents of misconduct of the organization's staff.

Primary Duties and Responsibilities
  • The OPR Director conducts highly sensitive investigations related to allegations and incidents of misconduct of organizational staff. Prepares and submits detailed written investigative reports of findings. Frequently communicates with organizational administrators and managers; state, local, and federal; contractual and law enforcement authorities; as well as members of government and the general public.
  • The OPR Director determines assignments of investigations based on the receipt and analysis of predicating information related to reports of misconduct. Provides guidance and direction to regional and field-based personnel charged with investigating misconduct at the local level. Reviews completed investigations to ensure all findings are sufficiently supported by the investigative effort. Provides specialized training to organizational staff involving investigative techniques and staff integrity issues. Provides on-site assistance in the support of localized investigative operations.
  • Provides statistical data and briefs the executive staff regarding the findings of completed investigations.
  • Provides oversight in the administration of a database system designed to capture and retain staff misconduct and case information to identify patterns of misconduct, fraud, or mismanagement.
  • Performs other duties as assigned.


Qualifications

Minimum Requirements
  • Bachelor's degree in Criminal Justice or related discipline. A graduate degree in conjunction with specific advanced investigative training is preferred. Seven (7) years of progressive experience in direct supervision of an investigative unit, department, or division is required. (A combination of education and work experience may be taken into consideration at management's discretion.)
  • Superior communication skills with the ability to properly articulate investigative findings in written reports and executive briefings.
  • Previous supervisory experience involving the management of an investigative unit or in the management of individuals in a correctional or law enforcement capacity.
  • Extensive knowledge of investigative procedures, employee rights and responsibilities, handling of evidence, questioning strategies, legal considerations and ethics.
  • Successful completion of specialized investigative training through local, state, or federal, law enforcement-training programs or the ability to do so.
  • Ability to travel extensively with frequent overnight stays.
  • Must have experience working in contentious or antagonistic situations and possess the ability to appropriately diffuse and resolve such matters.
  • Ability to work with computers and the necessary software typically used by the department.
