Job Summary:
Reporting to the Vice President, the Director is accountable and responsible for the overall creation, planning, organizing, management, supervision, coordination, and administration of the Quality Management system for all capital projects at LUMA associated with Transmission Lines, Distribution Lines, Substations, Telecom facilities, Streetlights and associated work in order to achieve a high degree of consistent quality delivery.
This position supports all LUMA capital work performed by contractors and LUMA personnel in Operations, Capital Programs, Construction and Engineering and is responsible for the effective planning and assigning of appropriate resources in the development and delivery of the program.

Job Description:
- Provide visionary leadership and strategic direction to the Quality Management organization.
- Direct the team that develops, documents, and implements the Quality Management system covering design, construction, and commissioning of new utility assets across organizations.
- Responsible for leading, mentoring, directing, and hiring internal staff - including Quality Managers - to meet the objectives of the department and provide a high degree of support to other departments.
- Provide strategic direction for the implementation of and compliance with the Quality Management system across all business units, assuring that every aspect of the work and services meet or exceed customer expectations and are consistent with the quality goals of the company.
- Effectively communicate with appropriate internal groups and staff to ensure understanding of and correct implementation of the Quality Management system across business units.
- Engage with external stakeholders - including Regulators, Legislators, Government Leaders - to effectively communicate the company's quality approach and practices.
- Ensure continuous improvement of the Quality Management system including processes, tools and training.
- Oversee internal audit activities and quality improvements with Capital Projects, Engineering, Construction and Operations.
- Promote a culture of continual improvement within the group and across organizations.
- Provide visionary leadership to ensure the development of goals, metrics, Key Performance Indicators, and strategies to support LUMA's corporate objectives and initiatives.
- Perform major storm restoration work and associated drills as assigned
- Perform other duties as assigned.

Additional Job Description:
Education and experience:
- Bachelor's degree in Business Administration, Construction, or Engineering from an accredited college or university or related field.
- 10 years of experience in a large project execution environment with knowledge in design, construction, and commissioning of transmission, distribution systems, equipment and components, or an equivalent combination of education and experience.
- Experience working on Regulated Utilities and managing project interfaces with Regulatory Commission and Independent System Operators, International Aid Agency Interfaces on Large Utility Scale.
- Good knowledge in Project Controls - scheduling, tasks development, WBS, Costs, Estimating, Risks and Reporting (to Regulatory and Federal Aid Agencies).
- Strong ability to develop and deliver effective presentations and facilitate meetings as related to strategy, training, and collaborating with various stakeholders.
- Knowledge of OH&S Safety Regulations as well as applicable Municipal, States and Federal Legislation is considered an asset.
- Solid Understanding of QA/QC systems.
- Excellent, organizational, communication, interpersonal and leadership skills.
- Proven skills in Project Execution and Contractor Management.
- A solid knowledge of Microsoft Office applications along with Project Management tools (ex. MS projects, Primavera P6, SharePoint), and solid understanding of Earned Value Analysis and Management for monitoring, tracking and reporting of project progress updates.
- Supervisory skills relating to management of multiple work groups.
- Safety Oriented ensuring safe work and safety of everyone.
- Bilingual, Spanish and English is preferred.
