Job Summary

We are looking for a seasoned leader to take on this newly created role of Regional Director, Home and Community Care Services; this Regional Director will have a focus on projects across the whole Home and Community Care portfolio at Fraser Health, as well as some operational oversight.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Executive Director, Home and Community Care (HCC), the Director, Regional HCC is accountable for the strategic and operational leadership and oversight for all assigned organizational, transformation, clinical innovation and regional operational initiatives within the HCC regional services across Fraser Health (FH).

This position will play a key role in the development and maintenance of strategic, collaborative leadership relationships to ensure a regional standard of equitable, effective and high-quality services. Works closely with relevant regional medical directors and/or department heads.

The Director partners with regional and geographic operational, strategic, and medical leaders to pursue the integration of services ensuring a responsive, seamless, and person and family-centred experience of care across the entire service continuum. Holds a key role in service design, implementation, evaluation, and system sustainability.

Engages, as assigned, community organizations and people with lived experience of health care use, other health authorities, First Nations, governmental and non-governmental organizations, contracted providers, primary care providers, specialists, FH programs, services and corporate departments, as well as other relevant partners to achieve goals and objectives.

The Director, Regional HCC Services provides strategic and operational leadership for regional operations including staff management, planning and coordination for the designated service that delivers consistent performance to required standards. Maintains regional operational congruence with the strategic direction through identification of changes required to achieve the desired future state, including the effective oversight and management of all resources and workflow processes. Ensures that the execution of initiatives with HCC are implemented in a planned, disciplined way, using an integrated project and change management approach. Utilizes advanced communication skills to negotiate, facilitate consensus, and present project charters/proposals to a variety of internal and external partners and responds to media/public affairs requests pertaining to operations.

Anticipates major changes that impact services and plans and implements mitigating strategies. Specific initiatives include strengthening business processes with all stakeholders, partnering with other health authorities, standardizing policies and processes, re-engineering the delivery of HCC services, and actively participating on associated committees and/or project teams both regionally and provincially on behalf of FH.

Responsibilities

  • Provides strategic and operational leadership in the development and implementation of goals and objectives across HCC services.
  • Accountable for the annual operating budget allocated to the portfolio as assigned. Works within approved financial mandate, recommends and establishes priorities, engages in annual budget planning, monitors expenses and outcomes, identifies efficiencies and promotes optimal use of resources; reallocates resources to meet objectives, participates in and initiates requests for capital funding/business plans.
  • Leads, facilitates, and participates in strategic planning; identifies short, medium and long-term objectives, establishes projects/initiatives. Provides input into and ensure alignment with key organizational objectives and key results (OKRs) and maintains a portfolio work plan. Considers best practices and prepares relevant presentations, proposals and reports.
  • Assesses progress to plan and adjusts course as required to address internal or external risks and/or changes impacting key areas of work. Reports to Executive Director and senior executives as required.
  • Establishes monitoring and reporting systems to track operational and project performance and reassesses and adjusts these systems as appropriate. Uses data and benchmarks to guide evaluation and decision-making. In collaboration with others, participates in the development, implementation and maintenance of quality improvement processes.
  • Establishes efficient and effective governance and decision-making structures/processes for the portfolio. Enables high-functioning team development based on principles of collaboration, effective communication and the pursuit of excellence. Promotes creativity and solution-focused problem solving.
  • Upholds organization policies. Provides supervision and coaching to direct reports to support their growth and development. Completes performance appraisals and engages in succession planning. Carries out performance management activities as required.
  • Responds to or delegates/oversees the resolution of complaints and/or investigations.
  • Represents Fraser Health in meetings with internal and external contacts including but not limited to the Ministry of Health, contracted providers, geographic and provincial health authorities, municipal leaders, First Nations, Divisions of Family Practice, Hospital Foundations, Office of the Seniors Advocate, BC Housing, clients and families. Establishes and maintains effective working relationships. Seeks collaboration and works to resolve issues in a timely, mutually satisfactory manner.
  • Promotes and supports clinical innovation, technological advancement, transformation research and formal program evaluation activities.


  • Qualifications

    Education, Training and Experience:

    Master's Degree in a health care related discipline, supplemented with ten (10) years of progressively senior management experience including leadership in a large health care organization. Strongly preferred PMP, Lean Sigma Black Belt, Leadership in Digital Health and other similar leadership certifications.

    Professional/Technical Capabilities:

    • Demonstrated senior leadership in roles to lead and move forward complex organizational change issues across health service programs to support broad transformational objectives.
    • Demonstrated leadership abilities to incorporate program/site needs within the broader context of the health delivery system and multiple program requirements.
    • Demonstrated ability to work and lead within a matrix reporting structure.
    • Sound working knowledge of planning concepts related to service delivery, budgetary, staffing, quality and strategic initiatives.
    • Proven verbal and written communication and presentations skills within a senior leadership capacity.
    • Proven proficiency-leading practice of the field of health program leadership.
    • Sound proficiency with use of digital and virtual technology and related office software.
