EDUCATION AND EXPERIENCE :

Valid Special Education Certification by the State Board for Educator Certification

High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.

PRIMARY PURPOSE SUMMARY :
Support learning and growth for middle school and high school students through a seamless district instructional program. Responsible for the development, management and coordination of assigned responsibilities including Dyslexia services, Math, English Language Arts, reading instruction and instructional improvement for students with IEPs. Responsible for the universal design for learning, professional development, instructional planning and design, and resource allocation. Designs and provides professional development and ongoing support to campus and district staff regarding effective instruction for middle school and high school aged students with IEPs, current instructional methodologies, resource adoption, IEP development, and alignment of special education instructional supports with district curriculum and instruction supports.

ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
1. Provides curriculum leadership that creates, implements, maintains, and enhances academic excellence for middle school and high school aged students.
2. Monitors district, campus and student data and regularly keeps the executive director and other staff informed.
3. Works under the direction of the Executive Director to ensure equitable support to campuses and helps achieve the academic expectations for the Districtwide instructional improvements as they align with the Board and District goals.
4. Ability to prioritize when given multiple tasks and meet all timelines and due dates established by the state, district, and the executive director.
5. Collaborates with leaders from other divisions to create a coherent system that supports principals and teachers to focus student learning.
6. Leads research-based curriculum design work to frame innovative learning standards, create authentic assessments, and engaging work that ensures all secondary students achieve growth success.
7. Analyzes data, evaluates methodology, resources, and targets, and makes appropriate recommendations for the department's delivery of instruction and professional development, and Dyslexia Services 6-12.
8. Supports district leadership and oversight of curriculum development and design.
9. Supports the development, implementation, and monitoring of a long-range plan for curriculum development.
10. Collaborates with Program Coordinators and instructional specialists in maintaining a comprehensive scope and sequence at the secondary level.
11. Analyzes and uses campus and District data to determine instructional needs.
12. Collaborates with the development of district Super Saturdays, Summer Professional Learning, New Teacher Orientation and Curriculum Day.
13. Assists in the training, development, and support of highly qualified new teachers with New Teacher Orientation and Curriculum Day.
14. Represents the District in responding to Teas Education Agency (TEA) complaints, resolution, mediation, and due process hearings regarding middle school and high school aged students.
15. Assists with troubleshooting and investigating complaints from parents and staff. Participates in the development and implementation of corrective action plans.
16. Mediates and facilitates effective resolution of conflicts in a timely fashion.
17. Works collaboratively with parent advocates.
18. Works collaboratively with special education, district and campus staff and maintains transparency in communication, methods, and processes.
19. Demonstrates communication abilities, which focus on problem solving and which foster and promote collegiality and team building. Involves stakeholders in decisions and maintains open lines of communication.
20. Performs regular review of policies and procedures to ensure that they are up to date or are in existence to support campus and department staff and parents.
21. Engages in professional growth and leadership and supports professional growth opportunities for staff.
22. Conducts need assessments. Accurately develops recommendations and procedures based upon documented program needs, estimated enrollment, personnel, and fiscal needs.
23. Facilitates stakeholder teams to assess department effectiveness, develop goals for improvement and to create implementation plans for instructional improvement.
24. Complies with federal, state and district policies regarding allocation and expenditure of funds. Compiles reports and maintains data for reporting and compliance requirements. Assists department in implementing programs within budget limits, maintains fiscal control, and accurately reports fiscal information.
25. Seeks, accepts and responds to evaluative feedback from supervisor and uses evaluative information and feedback to improve performance.
26. Provides support to parents and collaborates with department, district and campus staff to investigate concerns, and develop recommendations. Responds to calls, emails, and inquiries in a timely and professional manner.
27. Conducts self in a professional ethical manner and complies with the Texas Education Agency (TEA) Code of Ethics.
28. Maintains confidentiality of information.
29. Reports to work every day.
30. Performs additional duties and accepts other responsibilities as may be assigned.

QUALIFICATION REQUIREMENTS: Trained in New Art and Science of Teaching Reading.
Trained in Dyslexia best practices.
Knowledge of evidenced based reading, math, and writing instruction for students with disabilities, universal design for learning, and instructional leadership principles
Knowledge of standards-based IEPs, Special Education law and its application in the school setting
Strong communication, public relations, and interpersonal skills
Ability to supervise employees, establish and maintain effective working relationships with executive management, campus/department heads, elected officials, District employees, other school districts and government agencies, outside organizations, and the public
Ability to use good judgment and discretion in sensitive, confidential issues and projects
Ability to interpret and apply policy, procedures, and data
Ability to be a good listener
Ability to deal with multiple complex tasks simultaneously
Ability to maintain and exhibit a calm demeanor under stressful situations
Valid Texas Driver's License with driving record that meets the requirements of the District

PHYSICAL DEMANDS:While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit and use hands to finger, handle, or feel. The employee is occasionally required to stand; walk; reach with hands and arms; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee is frequently required to drive their personal automobile in the performance of assigned tasks.

WORK ENVIRONMENT:While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts, toxic or caustic chemicals, outside weather conditions and risk of electrical shock. The employee is occasionally required to work prolonged and irregular hours. The employee is frequently required to travel District wide and occasionally travel statewide. The noise level in the work environment is usually moderate.
