Description:
The Disaster Preparedness & Emergency Response Manager is responsible for developing, implementing, and overseeing the agency's emergency response and business continuity plans to ensure preparedness for major disasters. This role will establish protocols for coordinating with local and county officials, guide staff during emergencies, and determine operational responses such as facility shutdowns, staff safety measures, and business continuity. This position will also play a vital role in supporting community members with Access and Functional Needs (AFN) during Public Safety Power Shutoff (PSPS) events and other emergencies throughout Contra Costa County.
The ideal candidate is collaborative, organized, and passionate about emergency preparedness and committed to equity in service delivery. This position will work closely with internal staff, community partners, and emergency response networks to ensure the agency and community safety.

Emergency Planning & Coordination
- Develop, maintain, and update the Company Emergency Preparedness Plan to address various disaster scenarios, including natural disasters, power outages, and other emergencies.
- Establish and maintain relationships with local, county, and state emergency response agencies, including fire departments, law enforcement, Office of Emergency Services (OES), and public health officials.
- Develop a clear emergency contact list of key government and agency representatives for crisis coordination.
- Lead disaster planning and coordination efforts for AFN clients, especially those in High Fire Threat Districts, during PSPS and other all-hazard events.
- Participate in daily PG&E coordination calls during active PSPS incidents.
- Participate in county-wide disaster response exercises, including tabletop scenarios.
- Identify critical infrastructure risks and work with management team to create mitigation strategies.
Operational & Facility Response Management
- Determine and implement facility shutdown protocols, including decisions on evacuations, staff relocations, and temporary closures.
- Create and communicate employee action plans during emergencies, including evacuation procedures, shelter-in-place protocols, and communication methods.
- Work with IT and Operations to develop and implement business continuity plans to minimize downtime during a disaster.
Staff Training & Communication
- Conduct regular emergency drills and training sessions to ensure all employees are prepared for various disaster scenarios.
- Develop clear response roles and responsibilities for all staff levels.
- Implement an internal emergency notification system to keep employees informed during crises.
- Ensure managers and key personnel are trained in crisis leadership and decision-making.
Post-Disaster Recovery & Reporting
- Lead post-incident evaluations to assess response effectiveness and identify areas for improvement.
- Document incident reports and response actions, ensuring compliance with safety regulations.
- Collaborate with senior leadership to refine and update emergency response plans based on lessons learned.
Required Qualifications
- Experience in emergency management, disaster preparedness, or business continuity planning.
- Knowledge of local, county, and federal emergency response procedures.
- Experience working with public safety agencies, emergency services, and crisis management teams.
- Strong leadership, decision-making, and communication skills under pressure.
- Ability to develop and deliver training programs for staff preparedness.
- Proficiency in emergency planning software and communication systems.
- Able to pass a criminal background check.
Preferred Qualifications
- Bachelor's or Master's degree in Emergency Management, Public Administration, or a related field.
- Certifications such as Certified Emergency Manager (CEM), FEMA ICS Certification, or Business Continuity Professional (CBCP).
- Experience with risk assessment and crisis communication planning.
- Bilingual in Spanish and English.
