Position Summary
The Accounting Division Manager directs all fiscal functions and accounting systems for the Governmental, Proprietary, Fiduciary Funds and all Component Units, ensuring all accounting records, policies and procedures are in compliance with City Ordinances, State statutes, State tariffs DFA requirements, GASB regulations and Federal laws. The incumbent leads the annual audit process and preparation of the Comprehensive Annual Financial Report.
Education, Training, Experience, Certifications, Licenses and Registrations
Education / higher education: Bachelor's Degree
For required college degrees, applicable field(s) of study: Business or public administration, general management, accounting, or finance
Minimum number of years of directly related experience: Four years directly related experience in government finance, accounting, or enterprise fund accounting. In lieu of a degree, incumbent must possess eight years of related experience.
Education and/or experience preferences: Supervisory experience preferred.
Driver' s License requirement: Infrequent Driver -- Regular Driver's License Required Endorsements: None

Knowledge, Skills and Abilities
Knowledge: Knowledge of the principles, practices and methods of municipal finance, enterprise fund management, accounting and budget preparation, and techniques of financial, statistical and procedures analysis. Knowledge of taxes and bonds and other forms of municipal debt. Knowledge of GASB pronouncements, Government Auditing Standards (Yellow Book) and the 2 CFR 200 known as the "Super Circular" and other pertinent federal, state, and local laws, rules and regulations.
Skills: Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e- mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment. Skills in fund accounting, general ledger management, managing accounts receivable and payable, research and analysis.
Abilities: Ability to operate a personal computer for word processing, spreadsheet, and database software applications. Ability to use Central Square, ProFx Engagement and/or similar financial systems, as well as advanced knowledge of excel. Ability to read, analyze, interpret and apply as necessary technical reports, general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, and the general public. Ability to work with mathematical concepts to analyze problems, interpret data and apply to practical situations found in the workplace.
Interaction with Groups/Agencies/Entities: Internal: Works with managers and professional staff on fiscal management issues for the City. Maintains harmonious, courteous, and understanding relationships, while fostering a collaborative teamwork environment. - Oversee, coordinate, monitor and manage all city-wide accounting activities including payroll, accounts payable and accounts receivable, cashiering, cash flow management, accounting for investments, special assessment billing, reconciliation of utility accounts receivable, tracking and reporting of multi-purpose event center financial activity, and fixed asset recording and tracking.
- Coordinates annual independent audit, and prepares the Comprehensive Annual Financial Report including the preparation of supporting schedules, with assistance from subordinate staff, in compliance with Generally Accepted Accounting Principles, government auditing standards, Governmental Accounting Standards Board (GASB) pronouncements, and the State Auditor Rule.
- Designs, reviews and modifies the accounting system covering 100 or more funds for City government. Ensures the accuracy of data and adherence of the system to Generally Accepted Accounting Principles.
- Audits departmental accounting data, identifies and corrects errors, identifies and computes accruals, applies accounting principles to transactions and recommends revisions in departmental accounting procedures to ensure conformance with applicable statues, laws, municipal ordinances, and General Accepted Accounting Principles.
- Review, analyze, and report on the City's cash and investment portfolio and prepare monthly reports for review by the Financial Services Director and City Manager.
- Maintains the fixed asset inventory system by supervising the recording of all items in the inventory, maintaining pertinent records and ensuring correct and appropriate treatment of fixed asset acquisitions and retirements.
- Evaluates, monitors and manages cash flow, participate in the investment of municipal funds, and ensure the City is in compliance with all bond covenants and/or loan requirements including with respect to sinking funds, reserve amounts, arbitrage analysis, continuing disclosure and principal and interest payments.
- Compiles revenue, expenditure, and project data and prepares documentation departmental budgets for submission to the City Manager and Governing Body.
- Plans and directs the daily work schedule and workload of all accounting division staff and monitors and evaluates work completion.
- Develops division and department financial policies, procedures and goals, and conducts audits and assessments to improve efficiency and effectiveness of accounting operations.
- Liaison to all related accounting/billing software representatives for various reports, additions, corrections, etc. and works with approved specialists to enhance the programming capabilities.
- Prepares projects and reports on fiscal operations as required by the Department Director, Deputy Director, City Administration, Boards and Commissions, Governing Body and external auditors.
- Recommend the appointment of personnel to the Director of Financial Services; supervises, trains and oversees the workload of all accounting division staff; monitor and evaluate employee performance and work product; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; recommend corrective action or employee terminations, if necessary.
