Nature of Work
The Division Manager performs work at the direction of the Director or the Deputy Director. Work performed may include oversight of operational functions, management of diverse programs and staff positions in Community Recovery & Resiliency. The Division Manager provides direct oversight to program managers. The Division Manager is responsible for program development and evaluation, budget development and monitoring, health data analysis, grant and contract management, quality improvement, staff performance, coordination of services with other department programs and community organizations.
Current divisions consist of the re-entry program called Pathways to Community, Opioid Crisis Response and other behavioral health programing.

Under direction, the Division Manager performs planning, marketing, and administrative work of considerable difficulty. Involvement with regulatory compliance, policy and procedures as well as financial reports within the Health and Human Services Department; performs related work as assigned.
Typical Duties

Recruits, supervises, coaches and mentors assigned personnel
Prepares and manages service unit budget and collaborates in division and departmental goal setting
Provides leadership and guidance to program leaders within the division, in the development and monitoring of program budgets
Writes and directs preparation and submission of grant proposals and the negotiation of contracts
Approves program policies and procedures
Assures program and division compliance with federal, state, local, private and departmental requirements
Assures that customer complaints, investigations, and program complaints are properly reviewed and investigated and necessary actions taken to resolve the issue
Assures that staff has adequate training, and maintains required licensure, registration and certification
Assures compliance with contracts and delegation agreements, federal and state statute, local ordinances, administrative rules and licensure requirements
Assures that building security and staff safety are protected
Participates in public health emergency preparedness training and exercises
Participates in the approval of department policies and procedures
Represents the department on various committees, commissions, and boards in the community
Performs other duties as assigned
Essential functions of this position include but are not limited to: working with and around others; working with frequent interruptions; repetitive (hand, wrist, elbow and shoulder) motion for computer work; visual acuity (near and far) for computer work and working with applicants; color vision for working with computer screen; hearing and speech for ordinary and conversations and training; touch for computer work.
Minimum Qualifications
Bachelor's degree in appropriate field or closely related field and four years of progressively responsible experience in management or administration of programs; OR
Associate degree in appropriate field or closely related field and five years of progressively responsible experience in management or administration of programs; OR
Six years of progressively responsible experience in management or administration of programs; OR
Any combination of education, training and experience which demonstrates the ability to perform the duties of the position.
PREFERENCES:
MPH or Master Public Administration or Masters in Behavioral Health
Experience with the governmental structure of programming
Experience in behavioral health, working with peers and programming
The ideal candidate is an energetic and approachable leader who has solid experience in community programs, a thoughtful and critical decision-maker who considers varying perspectives, a self-starter, and an excellent communicator with considerable experience in oversight of operational functions, program and staff management, community partner relationships, data analysis, grant and contract management, and experience with Reentry Programs, Peer Support, and Behavioral Health.
This position is exempt from overtime.
