ABOUT THE UNIT

The Information Technology (IT) Unit delivers user-friendly, reliable office automation, legal research, and information management solutions to enable the department to represent client agencies and the State of Colorado in legal matters with competence and cost-effectiveness. The Unit's responsibilities include system design, programming, implementation, training, and technical assistance, all while maintaining the confidentiality, integrity, and security of its systems. Additionally, the IT Unit oversees and manages the business operations on behalf of the DOL, including the management of physical space and tenant obligations, document retention and destruction processes, legislative initiatives, fleet management, ADA POC, and oversight of the Emergency Action Plan and Continuity of Operations Plan (COOP), ensuring operational efficiency and alignment with the DOL's short- and long-term goals.

WHAT YOU WILL DO:
Position summary
The Operations Support Team Lead (Administrator V) is the lead for facilitating office-wide operational efforts within the Department. This role serves as the primary Department point of contact for key operation efforts and initiatives, including leading the operations team's day-to-day efforts regarding front desk reception operations, the Department's physical environment and tenant obligations, Department document retention work, cross-unit planning, coordination, and support along with fleet management, Greening Government initiatives, Continuity of Operations Planning (COOP), and participating in the statewide ADA team. In addition, the position supervises two Operations positions and the front desk supervisor. The Operations Support Team Lead drafts personnel-related documents and identifies opportunities for process and personnel improvements along with additional efforts in serving as project manager for all related efforts while partnering with the Deputy Chief Information Office on all relevant matters. This position is a working manager and is responsible for ensuring that the operations work is completed and may require stepping in to assist program staff as needed.

Essential job duties include but are not limited to the following:
Operations Oversight
  • Oversee the daily business execution of the work unit and long-term planning to ensure new assets like furniture and other vendor coordination is implemented to meet the business needs of the DOL, fits within fiscal and procurement rules, and is the most economical.
  • Determine fleet management strategy for the DOL.
  • Oversee and coordinate the daily operations of the front desk team by setting applicable policies and guidelines to ensure excellent customer service, efficient scheduling, and effective communication while maintaining a professional and welcoming environment for clients, visitors, and staff.
  • Develop and maintains comprehensive manuals, procedures, and policies to ensure the team adheres to regulatory requirements, organizational standards, and best practices.
  • Collaborate with the State Court Administrator's Office and Carr building management staff in making decisions about the shared services of the building and that services are assigned to ensure DOL operational needs (e.g., copy center, supreme court library, custodial services, parking services, etc.)

Facilities Maintenance and Repair Oversight and Ticket Management
  • Supervise facility maintenance and repair to ensure the safety, functionality, and aesthetic standards of the DOL's physical spaces.
  • Oversee Help Desk facility issue resolution by prioritizing and assigning tickets based on urgency and operational impact, determining the best course of action for addressing issues, whether escalating to building management, involving vendors, or handling in-house and allocating team members to tasks based on their expertise and availability.
  • Responsible for establishing, revising, and implementing processes and procedures for facilities ticketing and workflow processes.
  • Oversee program staff with office equipment and supply orders by evaluating requests to ensure alignment with budget constraints and operational needs and determining reorder points for critical supplies to prevent stock shortages while avoiding overordering and excess inventory.
  • Oversee mail distribution by assigning team members based on workload and availability and developing contingency plans to ensure continuity during staff absences or periods of high demand.
  • Serve as the Project Manager for all facilities-related matters, overseeing the planning, execution, and completion of projects to ensure optimal operation and functionality of DOL facilities.

Supervision
  • Supervise and manage team activities by assigning tasks based on team members' skills, workloads, and deadlines, creating and adjusting work schedules to ensure coverage during absences or peak periods, and establishing and updating clear work standards to maintain consistency and high-quality performance.
  • Manage customer service and stakeholder coordination by prioritizing customer queries to ensure timely responses, identifying inefficiencies in processes and implementing strategies for improvement, and resolving issues with external stakeholders such as vendors or property management through escalation or direct negotiation as needed.
  • Oversee operational decision-making by managing leave requests to ensure adequate team capacity, implementing changes to department policies or industry standards within the team, and allocating tools, software, and workspace resources to optimize efficiency.
  • Manage administrative responsibilities by preparing personnel-related documents such as performance appraisals and promotion recommendations, ensuring team activities comply with organizational policies and regulations, and coordinating team meetings or cross-departmental collaborations to align objectives and responsibilities.


Special Projects
  • Manage vendor relationships by selecting vendors within the procurement process based on their ability to meet technical requirements and timelines, addressing performance issues through escalation, contract renegotiation, or replacement, and determining their level of involvement in project planning and execution.
  • Act as a liaison by translating technical details into actionable information for non-technical stakeholders, facilitating conflict resolution between technical teams and external stakeholders to maintain project progress, and escalating unresolved issues to higher management when necessary.

Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act.

  • Eight (8) years of professional experience in business operations/administration, facility operation support and or project management which must have included formal supervision of staff.
OR
  • Bachelor's degree from an accredited institution (transcripts are required with application) and Four (4) years of professional experience business operations/administration, facility operation support and or project management which must have included formal supervision of staff.
OR
  • A Master's degree from an accredited institution (transcripts are required with application) and Two (2) years of professional experience in operations/administration, facility operation support and or project management which must have included formal supervision of staff.
OR
  • A combination of course work in and professional experience in operations/administration, facility operation support and or project management which must have included formal supervision of staff. totaling eight (8) years of full-time experience/education.

Conditions of Employment:
  • Must pass a thorough background investigation prior to appointment.

  • Must be able to kneel, stoop, reach and grab material and equipment to provide light service maintenance on fleet vehicle.
  • Must be able to safely lift and move 25lbs. as needed.
  • Majority of the work will be performed onsite, with potential for a hybrid work schedule.
