Join our team as a Job Title at our newest behavioral health treatment campus, Brockmann, in Vancouver, WA.
Behavioral Health Treatment Center Brockmann offers innovative treatment for residents who are civilly committed, in need of competency restoration, or adjudicated not guilty by reason of mental diagnosis. Each residential unit helps shape the future of behavioral health, aligning with Washington State's vision of community-based care. Treating residents in smaller facilities helps them stay closer to home, family, and support systems, fostering stronger community connections.

The Deputy Executive Officer (DEO) reports to the Executive Officer (EO) of the Behavioral Health and Treatment Center (BHTC) and is a member of the BHTC Executive Leadership Team. Six positions report to the DEO. They include BHTC Program Directors on Maple and Brockmann campuses, the Policy Manager, the Contracts Manager, and the Religious Services Coordinator. The DEO oversees the operations of the Brockmann Campus, which will serve 48 clients. The Deputy also has oversight of the Community Advisory Board and maintains all public relations for the community of Vancouver. The Deputy may also be the EO's designee in their absence.

The DEO has responsibility for daily Campus-wide administrative and business operations at Brockmann Campus. You'll work with the state hospitals to identify resident transfers in and out of Brockmann Campus and all Maple Lane units to include Steilacoom Unit. As DEO, you will collaborate with the Admission Coordinator to ensure all policies and procedures are met timely and all transfers between both campuses are align with state regulations.

You will provide leadership and strategy to DSHS BHTC Program Directors on the Brockmann Campus and each Maple Lane Unit. In coordination with the Program Directors, you'll provide supervision of ongoing performance of the facilities. As an Executive Member, you will initiate and review all resident and staff incidents and provide corrective actions as necessary in response to less-than-optimal performance or performance that poses a safety risk.

Brockmann is a key business unit of DSHS's Behavioral Health Administration, where our dedicated staff offers residents enriching opportunities and experiences outside the hospital setting, preparing them for a smooth transition back into the community. Some of What you will do

  • Ensure Administrative policies and practices and effectively supports high-quality services and a safe and healthy environment for staff. You have oversight of the policy and work procedures work for the Brockmann Campus. You'll review policies and ensure implementation of policy and procedures are timely.
  • Develop organizational compliance and regulation for the Brockmann Campus. Ensure laws, procedures, and policies--including relevant Department of Health regulations, Revised Code of Washington (RCW), and Washington Administrative Code (WAC). Lead and directs policy development to follow appropriate compliance standards while also consulting with relevant agencies and the Attorney General Office.
  • Provide oversight to the Director at the Residential Transition Facilities. Provide the strategic and operational framework for office-wide and external behavioral healthcare workforce strategies for Brockmann Campus to attract more qualified healthcare professionals. You'll work closely with Talent Acquisitions to develop advertisements, budgeting for recruitment efforts that include paying for ads, attending conferences/workshops/hosting/attending job fairs, and managing various distribution lists with external organizations. You'll attend/serve on any internal BHA workforce committee alongside the Operations Administrator.
  • Promote effort to establish the Campus as an Employer of Choice. Foster an environment conducive to the recruitment and retention of quality healthcare staff. Guide the development of robust recruitment strategy for all staff at all levels, particularly positions that are difficult to fill.
    Supervise and advise a team of leaders to ensure a consistent standardized approach in the non-clinical aspects of the organization. Engage, support, and oversee performance management and evaluations of employees; create high-performing employees and teams.
  • Create decision packages consistent with the short and long-term plans for the Brockmann Campus.
What we're looking for
  • Master of Health Administration, Social Services, or related field and at least seven years progressively responsible human services hospital and/or institutional management experience in a large, complex and highly represented organization.
  • Consideration will be given to those with a bachelor's degree in health administration or related field as well as nine years progressively responsible human services hospital and/or institutional management experience in a large, complex and highly represented organization.
  • Relevant experience will substitute year for year for education.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
