Join our team as the Facility Manager at our newest behavioral health treatment campus, Brockmann, in Vancouver, WA. You will directly be responsible for the 24/7 delivery of maintenance services and operational support to DSHS's Behavioral Health Treatment Center (BHTC) campus including supervision of the physical building systems maintenance and repair, campus landscaping, custodial operations, and transportation operations.

As part of the Maintenance and Operations Division, within the Facilities, Finance, and Analytics Administration (FFAA), you'll ensure a safe, efficient, aesthetically pleasing, and operationally sound facility for DSHS residents, clients, and staff. You will oversee and delegate tasks to 32 staff members, including three direct reports, and manage outside contractors and vendors. Responsibilities include plant operations, maintenance, transportation, asset management, custodial services, and capital construction support. Additionally, you will ensure a rapid response to operational needs.

Opportunities performed on-site at this work location at least three days a week may be eligible for an additional 5% premium pay in addition to the advertised salary.

Some of what you will do
  • Manage building maintenance to ensure a safe and functionally clean environment, where tasks are completed on time.
  • Hire, train, supervise and direct maintenance and operations personnel, building strong relationships with team members and stakeholders through excellent interpersonal skills.
  • Perform maintenance budget management and keep detailed records.
  • Establish and sustain a safety program, maintaining compliance and operational standards for the facility and campus.
  • Develop a coachable developmental program for MOD trades personnel at Brockmann, fostering continuous learning and skills enhancements.
  • Ensure applicable policies and procedures (departmental, division, etc..) are communicated and held accountable by MOD personnel at Brockmann.
  • Stay up to date on current building safety codes and regulations, ensuring compliance.
  • Resolve conflicts quickly and fairly, maintaining a positive work environment.

During your first six months, you will play a critical role in shaping the maintenance operations and infrastructure of the healthcare campus ahead of its September opening. You will make key recommendations that impact skilled trade staff and facilities, including vehicles and equipment purchases within budget, building uses and occupancy, and appropriate maintenance staffing levels. You will propose workflow and quality process improvements, suggest human resource actions for your team, and provide input on facilities management, information systems, vendor consultation, financial reporting, and building construction. Your contributions will help establish a reliable maintenance operational foundation for the campus.

Who should apply
Professionals with 9* years of work experience in facility maintenance or facility management fields, or related; concurrent work experience should include:
  • At least 5 years in a lead, supervisory, or management capacity.
  • Planning or managing long-range maintenance programs, budgeting, and staffing.
  • Managing computerized maintenance management systems; including work orders and preventative maintenance, construction blueprints, schematics, building control systems, and fire alarm monitoring systems.

* A master's degree in architecture, engineering, building construction management, or related discipline will substitute for 6 years of above work experience. A bachelor's degree will substitute for 4 years of above work experience.
Preferred knowledge, skills, and abilities:
  • Certification in project management or faculty management; certification in RSMeans or Cost Works.
  • Effectively communicate with management, peers, clients, and the public as required to carry out the assigned duties.
  • Plan, assign, coordinate, supervise, and inspect work of skilled supervisors and staff, as well as contractors, in the maintenance, operation, and renovation of buildings and grounds.
  • Plan long-range maintenance programs, budgets, and staffing needs.
  • Understanding of construction, maintenance, and repair of buildings, grounds, plumbing, electrical, HVAC, and mechanical systems as well as knowledge of building fixtures and equipment.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
