Our mission is to administer the waters of the State to maximize lawful beneficial use, ensure that dams and water wells are properly constructed and safe, and provide information about water resources to the public.
This work unit is critical in supporting the State Engineer and Division Engineer in their duty to administer the water resources of the South Platte, Laramie, and Republican River basins in accordance with the priority system, interstate compacts, and U.S. Supreme Court decrees while maximizing the beneficial use of water in accordance with Colorado Revised Statutes, court decrees and State Engineer policies, rules and regulations.
This work unit is critical to the implementation and day to day administration of actual diversions and releases into the rivers and streams, storage and other components required by court decrees, statutes, rules and regulations. This work unit ensures that these operations are in accordance with these governing regulations, as well as ensuring that these operations are properly measured, recorded and published as required by statutory duty. Additionally, this work unit coordinates with other work units to ensure that all water court decree terms and conditions are being met, such as accounting submittals, dry-up requirements in a consistent and standard manner across the basin.

The Upper Mainstem River Coordinator acts on behalf of the statutory and staff authority delegated to the Water Commissioner and Division Engineer to administer and enforce the beneficial use of water in accordance with water court decrees, statute, rules and regulations.
The Upper Mainstem River Coordinator position exists to supervise, provide leadership, guidance and oversight to the operations, water administration, and enforcement of State Statute, Policy and Decrees in (Upper Mainstem Work Group), and to coordinate with the other River Coordinator Positions and staff in Division 1. The Upper Mainstem River Coordinator will include direct supervision of the lead water commissioner for Water Districts 8, 9, 23, and 80, and indirect support and supervision for the lead water commissioner's subordinate deputy water commissioner positions. The Upper Mainstem River Coordinator will coordinate and collaborate with the other River Coordinator Positions and staff in Division 1 on a regular basis. Additionally, this position will coordinate and collaborate with the other River Coordinator positions and staff regarding division wide standardization and consistency regarding water administration and enforcement of water court decrees, statute, rules and regulations. This position will strive to gain, over several years of collaborating and coordinating with the other River Coordinators, an understanding of the other River Coordinator position to assist the Division Engineer and other DWR staff in providing support for short and temporary durations. This position will provide recommendations to the Division Engineer (DE) and DWR Agency regarding necessary resources, policies, methodologies and tools required to best manage the program in Water Districts 8, 9, 23, and 80 and coordinate with the other Mainstem Coordinator regarding the same for both Division 1 and statewide.
This position will also participate in the preparation of any necessary enforcement orders and follow through on those orders, including providing expert testimony in Water Court trials, to gain compliance with any violations of statutory or decree requirements. This position will assist the DE, Assistant DE and other DWR staff in their preparation of expert reports and may be called upon to provide expert testimony in Water Court trials not related to enforcement actions.
Specific job duties include but are not limited to:
Supervision and Oversight of Water Districts and Staff:
Provides direct supervisor acting as Unit Supervisor of the Water Districts 8, 9, 23, and 80 (Upper Mainstem Work Group). Responsible for developing the goals and objectives of the program, allocating staff assignments on projects, performance planning and appraisal; assigning work priorities, arbitrating disputes, performance of any required corrective action measures, providing technical support, the observation of field work, the conduct of training, and prepare annual water diversion records for publication.
Manage and Oversee Daily Administration and Enforcement:
Manages the supervision of daily administration and enforcement of the water rights priority system for Water Districts 8, 9, 23, and 80 (Upper Mainstem Work Group). This includes the proper interpretation of available water supply models as well as the distribution, control and regulation of water supply in the Districts and downstream water districts, on a daily basis pursuant to water decrees, state statutes and interstate compacts.
Augmentation Plan Analysis, Administration, and Enforcement:
This position is responsible for the oversight of surface water operations to support the execution of SWSPs, Augmentation Plans and Plans of Water Management for the Subdistricts. Coordination with the Subdistrict operations group and impacted Water Commissioners and other DWR staff to ensure proper analysis, notice and implementation of the mechanics of those plans is critical for real time administration. This position develops plans of administration for SWSPs, Augmentation Plans and Plans of Water Management and reviews these plans with Water Commissioners to ensure plans are implemented and operated in accordance with their respective approval conditions and ensures the necessary record keeping is maintained to certify compliance.
Support, Develop, and Coordinate Administrative Staffing Procedures/Techniques:
Coordinate and support the Assistant Division Engineers and other division supervisors in the development of water administration staff procedures and techniques. Assist in training staff regarding working knowledge, protocol and strategies regarding water administration and agency business process. Support the Assistant Division Engineer and other division staff in their areas of responsibility to allow overlap and coverage in the event of absence and to support the transition of institutional knowledge and succession planning.
