IEG's Role

The Independent Evaluation Group (IEG) is responsible for theassessment of the relevance, efficacy, and efficiency of World Bank Groupoperational policies, programs and activities, and their contribution todevelopment effectiveness. IEG's evaluations aim to enhance accountability andlearning to inform the formulation of new directions, policies and procedures,country and sector strategies, and programs for the World Bank Group's work.

IEG's ET is directly responsible for:
Assessing whether the World Bank Group Institutions' operational policies,programs and activities are producing the expected results, including global,regional, and other programs in which the Institution(s) is a participant.
Incorporating evaluation assessments and findings into recommendationsdesigned to help improve the development effectiveness of the World BankGroup's programs and activities, and their responsiveness to member countries'needs and concerns.
Appraising the Institutions' self-evaluations of strategies and projects andattesting to their adequacy to the Boards.
Reporting periodically to the Boards on actions taken by the Institution(s)in response to evaluation findings, and on the measures being taken to improvethe overall operations evaluation system including dissemination and outreachactivities.
Identifying and disseminating evaluation findings and lessons to maximizecontributions to the World Bank Group's learning and knowledge framework andreinforce learning and accountability within the World Bank Group in service ofachieving its corporate goals.
Encouraging and assisting developing member countries to build effectivemonitoring and evaluation associations, capacities and systems.
Working closely with development partners among donors and developingcountries in order to foster international evaluation harmonization, to developevaluation capacity in developing countries, and to encourage best practice ininternational development evaluation.

IEG's work is aligned with the changing internal and external contexts. In addition to validating the ratings for projects, IEG carries out a number ofthematic, country, and corporate evaluations that are aligned with the WBGpriorities, as laid out in the Evolution Roadmap. For example, theWBG has identified a number of "Global Challenge Priorities", and IEG's workprogram has been adapted to reflect those priorities.

Key strategic directions in IEG:

IEGHE (Human Development and EconomicManagement Department)
IEG is seeking to hire experienced evaluators who can bring indiverse perspectives, and a strong understanding of client countries and issues which may affect the implementation,efficiency, effectiveness, and sustainability of projects,programs, and policies. IEGHE is responsible for largethematic and country evaluations, as well as validation of project and programratings. The successful candidate(s) will be assigned to the departmentwhere their skills can be best used and will help in the production of at leastone large evaluation, and some smaller evaluation products. The term willbe for 1 year and may be extended if needed for the evaluation work.

IEG has increasingly moved to a strategic selection process for its majorevaluations to ensure greater influence of each individual evaluation, and ofall of them collectively. IEG continues to pursue two objectives:

1. Achieving the Twin Goals- What Works and Why? Deepening evidence about theresults of WBG programs and activities and their contribution to WBG'sstrategic priorities and ultimately its twin goals.
2. Feedback on WBG Operational choices: Assessing implementation of andproviding WBG Management and Executive Board with feedback on, reforms and WBGoperational choices to ensure that timely course corrections are made whenneeded.

Organizational structure

IEG is led by the Director General, Evaluation (DGE), who reports directly tothe Board of Executive Directors through the Committee on DevelopmentEffectiveness (CODE). IEG's organizational structure comprises:
The Office of the Director General, Evaluation (IEGDG)
The Human Development and Economic Management Department (IEGHE)
The Finance, Private Sector, Infrastructure and Sustainable DevelopmentDepartment (IEGSP)
The Knowledge and Communications Unit (IEGKC).

Through the VP and Director-General of Evaluation (DGE), IEG reports directlyto the Board of Executive Directors.

IEG Sustainable Development (IEGSD)and IEGHE (Human Development and Economic Management Department

IEG is seeking to hire experienced evaluators who can bringin diverse perspectives, and a strong understanding of client countries and issues which may affect the implementation,efficiency, effectiveness, and sustainability of projects,programs, and policies. IEGSD and IEGHE are responsible forlarge thematic and country evaluations, as well as validation of project andprogram ratings. The successful candidate(s) will be assigned to thedepartment where their skills can be best used and will help in the productionof at least one large evaluation, and some smaller evaluation products. The term will be for 1 year and may be extended if needed for the evaluationwork.

Selection Criteria

The World Bank is actively seeking candidates from diversebackgrounds, who can bring perspectives from the view of client countries,including the views of governments, local communities, CSOs, etc. Thesuccessful candidate is required to have the following minimum qualifications,skills, motivation, and personal attributes:
Advanced degree in one or more relevant areas of expertise; includingclimate, digital, health, education, macro-fiscal issues, governance, socialprotection, transport, energy, water, environment, agriculture or anothersustainable development or infrastructure sector discipline.
Experiencein private sector and finance work would be a plus. Applicants shoulddiscuss in their application in which area(s) of technical expertise they havetheir strongest skill set.
The successful candidate will have a minimum of 5 years of relevant workexperience, including strong evaluation experience. Please note that aspart of the selection process, candidates will be asked to submit evaluationswhich they have authored or co-authored. In addition, candidates will betested/evaluated on evaluation and research methods.
Excellent communication, diplomatic and negotiating skills, with demonstratedstrong personal maturity, balanced judgment, and a track record of building andmaintaining partnerships with colleagues and clients.
Excellent teamwork and interpersonal skills, capacity to motivate and developteams, and the ability to operate collaboratively across organizationalboundaries.
Proactive, inclusive, and innovative, with an open and collegial work styleand ability to listen and integrate ideas from diverse points of view.
Ability to coach, mentor, develop and empower more junior staff, provideseasoned advice to more senior staff and managers, and work collaborativelywith peers.

Job-Specific Competencies:

Evaluation practice: the ability to quickly grasp an understanding andapplication of evaluation principles to ensure an effective transition to thedesign and delivery of complex evaluations.
Outstanding writing skills: Demonstrated capacity to write strong evaluationreports under time constraints.

Required F level IEG competencies:
