Summary:
The Early Head Start Director has the overall responsibility for supervising the activities of the assigned staff to ensure that the local program is in compliance with the Head Start Act of 2007 and all Program Performance Standards.
Essential Job Responsibilities:
- Develop positive relationships with the Office of Head Start (OHS), other regulatory agencies, and program partners. Program partners may be located throughout Chester, Philadelphia, Montgomery, Lancaster, Northampton, Lehigh, Bucks, Delaware, Berks, Lebanon, Dauphin, York, Adams, Cumberland, Perry, and Franklin Counties and travel to partnering locations will be required.
- Ensure all data is complete, accurate, and available for reporting requirements.
- Responsible for immediate supervision of assigned staff relative to both CCIU and Office of Head Start policies and procedures.
- Ensure procedures are in place to assist childcare centers in meeting all Head Start Program Performance Standards, assisting with training, technical assistance, and continuous quality improvement plans to ensure compliance.
- Work with human resources to write job descriptions, interview job candidates, select finalists, and recommend hiring of staff.
- Coordinate with the Head Start Director of Education to ensure governing bodies are fully informed of the Early Head Start Program. Interact with the Policy Council at monthly meetings.
- Actively ensure compliance across all programs, including reviewing and recommending data sources, gathering data for the annual PIR, community assessment, and Annual Report.
- Responsible for supervision of all aspects of the Early Head Start program, including crisis management, parent support, and scheduling.
- Develop relationships with preschool program staff, enabling the Early Head Start program participants to have meaningful transitions with each receiving program.
- Develop positive relationships with families enrolled in the program, assisting with family needs and addressing any family concerns that arise.
- Develop and coordinate employee professional development, leading component area supervisors to develop meaningful training opportunities. Track all professional development and ensure that all program staff are meeting Head Start requirements.
- Supervise and evaluate assigned staff with regard to educational and administrative planning including provision of feedback that leads to positive change in performance. Utilize research-based tools to provide specific and targeted feedback to the employee and coach them to success.
- Ensure procedures are in place to properly supervise students at all times, immediately addressing any lapses in supervision.
- With the Data Specialist, oversee assigned staff completion of data tracking.
- Assist in creation of budgets, grant applications, and community partnerships to grow the program.
- Recommend purchase of equipment, supplies and materials based on classroom needs as identified by ITERS, curriculum, safety reviews, and observations.
- Assist all content area supervisors in refining, clarifying, implementing, and updating service plans to ensure continuity and consistency of programming.
- Assist in recruitment of eligible families.
Education and Experience:
- Bachelor's Degree in Early Childhood Education or related field required, Master's Degree strongly preferred
- Leadership experience in an Early Childhood program required
- Knowledge in the domains of Early Head Start, Early Intervention and Community Partnerships required
- Vaild Driver's License & access to reliable transportation required
- Current police, child abuse, and FBI fingerprint clearances within 1 year required
