QSI is seeking an Economic Analyst for our Government Client in Portsmouth, NH. The Economic Analyst provides support to the Visa Office while assigned to both VO and the Office of the Executive Director's Post Analysis and Support Division (CA/EX/PAS). The Economic Analyst provides analysis for visa-related data and information, and the work required of this position is used to advise CA and other government agencies. Information and reports produced may be shared with senior-level Government executives and may contribute to subsequent operational and policy decisions. This position is a Subject Matter Expert (SME) in data analysis. An active DoD Secret Security Clearance is required.

Qualifications:
- Expert at applying statistical theory and knowledge
- Demonstrated ability to study data and statistics and use understanding of economic relationships to uncover trends and forecast data
- Demonstrated ability to draft advanced-level reports and graphics in MS Excel
- Demonstrated ability to utilize software such as PowerBI, R, Python, and Tableau to model and forecast consular resourcing needs and to assist in allocation of resources.
- Superior writing, presentation, time management, and communication skills
- Ability to perform cumbersome tasks, such as, repetitively reviewing disparate and ad hoc data in lists
- Superior attention to detail and commitment to producing error-free products
Anticipated Duties/Tasks:
- Compile and comprehend a vast amount of visa metrics and provide specialized advice based on the application of economic and statistical theory and knowledge;
- Work closely with internal and external offices to obtain and analyze needed data;
- Prepare and present information on consular functions domestically and overseas, including workload and resource data, management controls, and staffing allocations;
- Provide various analyses that affect allocation of resources domestically and at consular sections around the world;
- Study data and statistics and use an understanding of economic and statistical relationships to uncover and report trends;
- Perform a considerable amount of research and amass large amounts of information;
- Recognize indicators that affect the visa process and forecast data;
- Examine data in order to assess the feasibility of various scenarios;
- Produce forecasts based on historical information and plausible trends;
- Assist with determining staffing needs;
- Determine the implications of analysis and findings through formal reports;
- Be able to explain, verbally and in writing complex data and findings, particularly to senior officials with little knowledge of data-related processes and theory;
- Build and maintain complex statistical dashboards and ensure relevant audiences have correct training to use the dashboards appropriately;
- Make recommendations of ways to improve the efficiency of the forecasting process;
- Prepare complex statistical data, including reports: researching, compiling data, formatting data, and distributing as needed;
- reports, letters, and briefings using specialized software;
- Apply an advanced use of Microsoft (MS) Excel, including macros, advanced formulas, charting, and lists;
- Use advanced business analysis and statistical software to present future analyses that include sophisticated, valuable visual displays of data for improved decision-making about allocation of resources. For example, but not limited to, PowerBI, Tableau, R, and Python;
- Advise CA, VO, and other government agencies;
- Conduct statistical analyses of visa data, and apply it to areas such as budget preparation, workload planning, and legislation;
- Conduct research independently and master new topics when novel issues arise, using FAM, INA, and other public or government resources;
- Acquire working knowledge of the organizational structures of the U.S. Department of State and Bureau of Consular Affairs; U.S. visa policy and procedures; and the processes and norms of the drafting and clearance process within four to six weeks of beginning their duties;
- Understand and apply the basic methodology underlying visa metrics reported by VO/DO/I within four weeks of beginning their duties;
- Create complex new analytical content and products using tools and platforms that include, but are not limited to, SQL, R, Excel, PowerBI, and Tableau;
- May be assigned special projects; and
- Respond to customer inquiries tactfully, accurately, and timely.
Education / Experience Required
- Bachelor's Degree (advanced degree preferred), and
- At least 5 years of experience in analysis, including, interpreting economic, geographical, and socioeconomic trends and data, including
- At least 4 years of specialized experience utilizing specialized business intelligence and analytics software such as Qlik, R, Python and/or Tableau
