The Department of Alcoholic Beverage Services (DABS) is looking for a motivated and creative E-Learning Instructional Designer to join our team! Responsibilities
As an E-Learning Instructional Designer, you will:

  • Conduct Subject Matter Expert (SME) Interviews for needs analysis, identifying training gaps (if any), and recommending an appropriate training intervention.
  • Design and develop instructionally sound web-based and/or instructor-led courseware.
  • Develop other training aids as needed.
  • Manage the agency's learning management system.
  • Create, maintain, and distribute training records and reports.
  • Other duties as assigned.

Minimum Requirements

  • Has experience utilizing learning management software.
  • Has experience utilizing curriculum development software.
  • Foundational knowledge of adult learning theory.
  • Is adept at interacting and communicating effectively, clearly, and concisely both verbally and in writing, in a manner which shows sensitivity, tact, and professionalism
  • Establishes effective work relationships and demonstrates willingness and ability to collaborate with others.
  • Demonstrates creative problem-solving skills.
  • 21 years or older.
  • Able to pass a Criminal History Background Check.

  • Content Development: Ability to create clear, concise, and engaging content tailored to different learning styles.
  • Visual Design: Skills in graphic design principles to create visually appealing courses, including layout, color theory, and typography.

  • Technical Skills: proficient in software and tools (e.g., LMS platforms, authoring tools, web-based platforms)
  • Graphic Design Software: Familiarity with tools like Adobe Photoshop, Illustrator, or Canva for creating graphics, infographics, and visual assets.
  • Cloud-based Tools: Familiarity with cloud-based platforms (e.g., Google Workspace, Microsoft 365) for document sharing, collaboration, and version control.

Summary of Benefits Offered
Health Insurance - Public Employee Health Program (PEHP):
  • High deductible option with a low bi-weekly premium as well as employer contributions into a health savings account to help with out of pocket medical costs.

Retirement - Utah Retirement Systems (URS):
  • Employer contributions equal to 10% of your salary between both a pension and 401(k) plan or a 401(k) only plan.

Paid time off:
  • Eligible employees may accrue 4 hours of annual leave and 4 hours of sick leave each pay period. (Annual leave accrual rate increases with years of service).

Qualifications

  • Proven experience in developing and delivering e-learning content, particularly in adult education or workplace training.
  • Experience working in a regulatory or compliance-based environment is a plus.

Supplemental Information

  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g. safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however there may be some walking, standing, bending, carrying light items, driving an automobile, etc. Special physical demands are not required to perform the work.
