Minimum Qualifications:
Bachelor's Degree in computer programming, network design/administration, or a related field required; supplemented by three (3) years of experience in technical, mechanical and electronic repair work, inventory control, data communications and computer work, including one (1) year of lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: A valid Georgia driver's license is required. Please note, new residents must obtain a valid Georgia Driver's License within 30 days of employment. May be required to obtain Georgia Election Officials Association Certificate.
Pursuant to O.C.G.A. 21-2-78, proof of U.S. citizenship is required for employment in the Fulton County Registration and Elections Department.

PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform technical work, and train and supervise technical staff in the maintenance, diagnostic testing, and conduct of Logic and Accuracy Testing of computerized electronic voting systems in support of federal, state, county and municipal elections. Responsibilities include planning, scheduling, distributing and managing work assignments, overseeing inventory, diagnosing election equipment issues, and operating Election Management System (EMS) server in support of election tabulation operations.
Essential Functions:

Supervises, directs, and evaluates assigned technician staff in the conduct of daily services on computerized electronic voting equipment and component items: develops and oversees employee work schedules to ensure adequate coverage and control; establishes workloads and prioritizes work assignments; monitors deadlines; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Performs pre-election Logic & Accuracy Testing to validate functionality and accuracy of voting equipment to score and record voter intent on computerized voting systems and component items.
Determines personnel, resources and databases required; coordinates personnel and equipment resources; determines which administrative and document direct reports are needed to validate ballot and electronic poll book data; determines minimum daily production standards for technician staff performing this function; establishes and maintains equipment systems charging schedule; and valuates all inoperable equipment to determine source for repair.
Supervises diagnostic testing and performance of repairs on voting systems and component items; determines operational posture of voting systems based on diagnostic test data; utilizes election schedule to determine upcoming events and whether emergency repair and return is warranted; evaluates equipment fault, repair parts resources, and employee skill set to determine whether repair can be performed in-house or require evacuation.
Operates the Elections Management System (EMS) for Fulton County: provides election night tabulation center services support and historical election results reports as requested by public; performs periodic election results uploads and reporting for state reporting and world wide web display; generates various administrative management election reports for reconciliation purposes and public request; and reconciles votes cast data as reported.
Oversees the secure management of sensitive and controlled election equipment by implementing and enforcing inventory management, inventory tracking system, and chain-of-custody protocols. Ensures all equipment leaving the controlled access storage facility is properly documented, verifies authorization of requestors for equipment use, and establishes return deadlines. Initiates recovery actions for unreturned or misplaced equipment and conducts periodic physical inventory audits to ensure compliance, security, and operational readiness.
Coordinates, prepares and conducts mock testing of voting units, poll books and other non-voting equipment.
Determines quantity of voting units and election media to be used; designates specific voting units to be used; programs designated poll books and other non-voting equipment.
Performs election database modifications as directed by the Center for Election Studies (CES) and the Secretary of State (SOS) Official Election Bulletin (OEB); responds to vendor Product Advisory Notices (PAN); determines inconsistencies between GEMS database and information in Fulton County Voter Registration File; coordinates with CES for appropriate corrective actions; and implements procedures and measures applicable to vendor Product Advisory Notices (PAN).
Maintains current, comprehensive knowledge and awareness of applicable laws, regulations, principles, and practices relating to elections equipment, processes and procedures; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops and training sessions as needed.
