JOB DESCRIPTION:
Develop, coordinate and manage the District's Reading Academies, including reading interventions and literacy support staff. Serve as an instructional leader in development and improvement of instructional programs in reading, writing and language arts education.
DUTIES and RESPONSIBILITIES:Develop, plan, implement, and evaluate the Reading Academy curriculum and instructional programs with teachers and principals, including learning objectives, instructional strategies, performance objectives, and assessment techniques. Develop, plan, implement, and evaluate a phonics curriculum that uses systematic, direct instruction in kindergarten through fourth grade. Utilize District studies, research, and state of the art reading and writing programs to improve curriculum, instruction, and staff development. Provide extensive professional learning on literacy topics related to the CISD Reads and Writes model for audiences ranging from administrators to teachers. Prioritize placement of highly effective teachers in kindergarten through third grade as outlined in House Bill 3. Utilize integrated reading instruments used to diagnose reading development and comprehension in grades kindergarten through fourth grade. Conduct and oversee competency screenings for Reading Academy cohort facilitators. Work as a collaborative member of the Teaching and Learning Department. Coordinate a united reading and writing program at all grade levels with the Early Childhood Specialist, and both the Elementary and Secondary Language Arts Coordinators. Work in collaboration with the Coordinators of Bilingual and ESL Programs and Student Support Services to help support the District's reading intervention models and strategies such as CISD Reads, the One Way Dual Language Model of Bilingual Education, and Tier III intervention of LLI. Work with teachers and appropriate staff to develop, maintain, and revise curriculum documents based on systematic review and in compliance with State and District guidelines and the District mission statement and goals. Encourage incorporation of appropriate use of technology in the teaching/learning process. Utilize available test results to assist in program evaluation. Recommend policies, regulations, and procedures as appropriate; prepares and maintains necessary reports and/or descriptive statistics of the assigned discipline area. Analyze outcomes and evaluate instructional programs to recommend appropriate changes in materials and implementation. Identify short and long-range goals for assigned discipline area based on assessment of need, goals of the curriculum department, and the District mission statement and goals. Consult positively and effectively with principals, teachers, assistant principals, team leaders, department chairs, and parents. Demonstrate skill in conflict resolution. Monitor student achievement data in the area of reading and interpret, report, and act on results. Develop and maintain the Reading Academies in person and online course offerings as appropriate. Secure consultants, specialists, and other community resources for campus and District staff and curriculum development. Provide effective in-service activities by using the State's Reading Academy curriculum, District goals, program evaluations, and teacher and administrator input. Monitor curriculum office staff to insure smooth and efficient communication with campuses and other central office staff. Assist with T-TESS upon request. Assist principals regarding personnel upon request. Implement the policies established by Federal and State law, State Board of Education rules, and Board policy as pertains to the assigned discipline area. Define and recommend the fiscal needs in the budget development process for Reading Academy instructional programs. Demonstrate responsible fiscal control over assigned program budgets. Recommend space, equipment, instructional materials, and facilities necessary for the implementation of approved programs. Supervise the organization, distribution, and maintenance of instructional materials and equipment as appropriate. Seek grant funding as pertains to the assigned discipline area. Ensure that teacher expectations are effective in furthering the teaching/learning process and environment. Support the District and campus procedures that enhance positive self-esteem. Communicate student management procedures to teachers for an appropriate classroom literacy environment. Stay informed of research, disseminate ideas to other professionals, identify trends and opportunities and apply this information as appropriate. Demonstrate steps taken for professional growth. Observe professional and ethical standards in accordance with generally accepted community standards. Maintain memberships and active participation in professional organizations. Communicate District curriculum, instructional and staff development practices in the area of reading and writing, as well as accomplishments, goals, and instructional initiatives to parents and others in the community. Solicit community input on curriculum and instructional issues. Perform other duties that may be assigned. Maintains regular attendance. Maintain confidentiality. EXPERIENCE:

JOB DESCRIPTION:

- Five years of successful elementary classroom reading/teaching experience
- Three years of successful instructional leadership experience
- Experience leading professional learning presentations
- Experience in development of curriculum, implementation and evaluation
Education/Certification:
- Master's Degree in educational administration and/or curriculum and instruction
- Valid Texas Teaching Certification
- Instructional Leadership Training (ILT) or Advancing Educational Leadership (AEL)
- District approved teacher appraisal system, or ability to obtain within 60 days of hire
Special Knowledge/Skills:
- Strong background in literacy instruction and assessment
- Strong knowledge and practice of current research-based balanced literacy models and interventions for struggling readers
- Extensive background and working knowledge of language and reading development, curriculum, current research on effective instructional practices, diagnostic assessment, and staff development
- Ability to evaluate instructional programs and teaching effectiveness
- Strong organization, communication, interpersonal skills
- Knowledge of CISD Reads and CISD Writes Literacy Model
- Knowledge of the Texas Education Agency Student Success Initiative
