The Mobile Assistance Community Responders of Oakland (MACRO) Program is a community response program within the Oakland Fire Department (OFD) responsible for responding to non-violent, non-emergency calls for service. The purpose of MACRO is to meet the needs of the community with a compassionate care first response model grounded in empathy, service, and community. MACRO's goal is to reduce responses by police, resulting in fewer arrests and negative interactions, and increased access to community-based services and resources for impacted individuals and families, and most especially for Black, Indigenous, and People of Color (BIPOC).

Minimum Requirements for Application
This recruitment will produce two eligible lists. The restricted list will be for full-time, permanent part-time, or part-time City and Port of Oakland employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process.
This is a public contact position. The City highly encourages all bilingual candidates to apply! Some positions may require bilingual skills in Spanish, Cantonese, or Mandarin. Under the authority of Civil Service Rules Section 5.03, if a position requires bilingual language skills, only those candidates who have indicated they are bilingual in the required language(s) will be referred. Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable:
Education:

High school diploma or equivalent.

Experience:

None required. Previous experience delivering emergency medical services and/or working for an ambulance company is desirable. Experience working with Oakland community members is highly desirable.
Desirable Qualifications:
  • Six months of experience in Alternative Response within a public safety, first responder agency in Oakland or comparable cities.
  • Bilingual Communication: Speaking, reading, writing in a second language.
  • Trained knowledge of shared Community Health Records data systems withing Alameda County.
  • Experience in the principal and techniques of Trauma Informed Care.
  • Basic computer systems and software applications electronic equipment and other electronic mobile devices to perform 1:1 communication, data entry, and record keeping.

License or Certificate / Other Requirements
Individuals who are appointed to this position are expected to operate automotive vehicles in the performance of assigned duties. Individuals must possess and will be required to maintain a valid California Class "C" issued by DMV throughout the tenure of employment.

Must possess a current Basic Emergency Medical Technician license/certification that meets the standards of the California Emergency Medical Services Authority and be able to obtain and maintain accreditation in the Alameda County Emergency Medical Services (EMS) District throughout the tenure of employment.

Must possess a current Alameda County EMS Agency approved certification for Cardiopulmonary Resuscitation (CPR) Basic Life Support (BLS for Health Care Provider) throughout the tenure of employment.
OTHER REQUIREMENTS

Must be eighteen (18) years of age or older by the application closing date.

Must pass a thorough background investigation.

Must be a U.S. citizen or legally authorized to work in the United States.

Must have an acceptable driving record.

Must be physically capable of performing all required tasks, including rigorous activities associated with emergency operations, and meet California Department of Motor Vehicle visual acuity standards necessary to maintain the required licenses. Fitness will initially be determined by ability to pass a medical evaluation.

Vision must be 20/20 corrected or uncorrected with both eyes with an acceptable level of color vision.

May be required to wear a uniform when on duty and out in the field.

Bilingual skills are highly desirable.

Must be willing to work irregular hours including nights and weekends.

The Recruitment Process:
The City of Oakland works with a Civil Service system. Applicants apply online, and HR staff reviews their experience, education, and training listed on the application against the "minimum qualifications" listed for each position.
Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge, skills, and abilities in job-related areas.
Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.
In the final review, candidates may clarify information already provided on their application. No additional work history, education, or certifications will be accepted. Any decisions made during this review process will be final.

For this recruitment, all qualified applicants will be invited to the structured interview (sometimes referred to as an Oral Exam). The tentative date of the structured interview is the week of April 21, 2025.

Depending on the number of candidates who pass the first assessment (multiple-choice test, structured interview, writing exercise, performance exam) you may be asked to complete a secondary assessment before the recruitment is finalized. Candidates who pass each stage in the process will be placed on an eligible list.
