Definition: Under the general supervision of a Chief Officer, the Emergency Operations Training Specialist develops, plans, implements, and monitors specialized department training programs relating to emergency response, incident command and management practices; develops and conducts associated educational programs to provide information to fire department personnel. This job class is treated as FLSA Non-Exempt and considered a DRIVING position.

Examples of Tasks
1. Assess the department's training needs for specific, specialized areas of operation in emergency response, incident command and management practices
2. Formulate strategic training objectives and goals
3. Assemble and maintain training curriculums within assigned area
4. Compile and complete all training reports and data in a correct and timely manner
5. Instructs officers and firefighters in specialized training subjects
6. Formulates lessons plans; obtains and prepares teaching materials and develops training techniques
7. Prepares reports for department administration and maintains records
8. Develops and secures training manuals, charts, visual aids, multimedia platforms and other related supplies and equipment for the assigned area of training
9. Obtains ongoing training and certifications necessary for the specialized area assigned
10. Perform other related duties as required.

Knowledge, Abilities, Skills and Other Characteristics:
- Knowledge of fire suppression principles, methods, techniques, and practices.
- Knowledge of general management principles, including employee supervision and training.
- Knowledge of the incident command procedures
- Knowledge of the purpose, current issues, projects, organization, standard operating guidelines, and employee responsibilities of the Fire Department.
- Knowledge of the principles, practices, and techniques involved in instructing and training members of the Department;
- Skill in preparing and conducting employee training programs.
- Skill in identifying and addressing organizational conditions which may lead to liability of inefficiency.
- Skill in listening well, and communicating effectively with employees and members of the public having varying education backgrounds and values.
- Skill in public speaking and presentations.
- Skill instructing others, using both technical and non-technical language as appropriate to provide customer service to those for whom the subject matter is unfamiliar and /or difficult to understand.
- Ability to establish and maintain effective working relationships with staff, community administration, and the public.
- Ability to understand and interpret complex standards, regulations, and guidelines.
- Ability to respond with tact, composure, and courtesy when dealing with others.
- Ability to organize projects and tasks on a daily basis.
Minimum Qualifications
- Education: Bachelor's degree in Fire Science Technology
- Experience: 10 years of continuous service with a full time fire department with at least 5 years of service at the rank of Chief Officer.
- Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.
- Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
Special Requirements

- Must possess and maintain a valid Arizona Operator's license.
- Fire officer and fire instructor training and certifications preferred
