The Emergency Preparedness Program Manager plays a critical role in enhancing the resilience and preparedness of the organization in response to emergencies and disasters. The position will support the Port Director of Security and Port of Tacoma with evaluating and creating preparedness programs and support to improve operational effectiveness, training, and education.
Essential Functions
Required Education and Experience
Bachelor's degree in emergency management, public safety, or public administration is required. An additional four (4) years relevant experience may be considered in lieu of the degree requirement.
A minimum of five (5) years relevant work experience in emergency management, disaster response, fire services, law enforcement or related fields is required.
The ability to successfully complete National Incident Management System (NIMS) Incident Command System (ICS) training courses 100, 200, 300, 400, 700, 800 or their recognized NIMS compliant equivalent within six (6) months of employment is also required.
Preferred professional certifications include Certified Emergency Manager, Associate Emergency Manager, or Project Management Professional.

- Emergency Planning: Plan, develop, implement, and maintain emergency management plans and protocols. Develop, organize, and maintain emergency and disaster preparedness documentation. This includes emergency evacuation strategies, employee reunification, designated safe locations, business recovery procedures, and emergency notifications.
- Risk Assessment: Conduct comprehensive assessments to identify potential hazards and vulnerabilities to Port facilities. Utilize assessments to assist in development of disaster recovery framework, playbooks, and business continuity planning. Collaborate with business units to assess and develop organization and department level emergency response plans
- Coordination and Collaboration: Work closely with local, state, and federal agencies to coordinate emergency response efforts and share best practices in the field of emergency response. Attending meetings, workshops, and exercises to help maintain relationships and stay abreast of emerging trends and needs.
- Drills and Exercises: Using industry best practices, organize and participate in emergency drills to evaluate the effectiveness of emergency, safety, and security plans to improve response capabilities. These will include tabletops, full-scale exercises, and workshops.
- Policy Development: Draft, propose, and shepherd formulation of policies and procedures related to emergency management, safety, and security. Assists the Director, Port Security to implement departmental, Port, and possibly other related policies.
- Training and Education: Design and deliver workshops, training, drills, and exercises for staff related to Emergency Management, Security, and Safety using industry best practices.
