Employee and Labors Relations Director

Job Purpose:

Provide labor relations advice service and assistance to all levels of management in support of employee discipline and strategic plans and other objectives of Community Unit School District 300. In addition, assist in aligning job descriptions, job expectations, compensation analytics, job evaluations and employee recruitment for all employee groups.

Essential Job Duties:
  • Assist with the operation and administration of the personnel program for the District, which includes workforce planning, recruitment, selection, initial assignment, transfer, substitute procurement, credential processing, and separation.
  • Assist in the planning and preparation for revision and updated for employee job descriptions
  • Evaluates the performance of immediate subordinates and assist in the procedures for coordination and review of the evaluation of staff assigned to the District
  • Ensuring compliance and reporting with equal employment opportunity laws.
  • Facilitating the proper implementation of progressive discipline
  • Assisting employees with workplace problems.
  • Collaborate with the Legal office and HR staff to resolve issues and address concerns.
  • Collaborate and implement employee recruitment events for all employee groups.
  • Collaborate closely with managers to ensure compliance with applicable laws, regulations, and policies.
  • Participate in mediations and hearings when appropriate to address grievances.
  • Assist in improving coordination, information dissemination and outreach between management and employees.
  • Provide appropriate technical advice to Administration, managers, and supervisors in the administration, interpretation and implementation of all labor agreements.
  • Assist with the onboarding process of all new employees.
  • Assist with new hire supports and employee assistance information.
  • Assist with Human Resources Employee Orientation.
  • Assist with preparations for negotiations, mediations and arbitrations as needed.
  • Other duties as assigned.

Knowledge and Critical Skills:
  • Knowledge of contract language.
  • Ability to direct employee evaluation process.
  • Proven ability to work in a team environment.
  • Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
  • Possess a desire to learn new things
  • Possess excellent documentation skills
  • Ability to review and evaluate operating procedures and recommend improvements.
  • Knowledge of all pertinent federal and state regulations, filing and compliance, adopted and pending requirements affecting employee labor relations and retention.
  • Ability to work in a culturally diverse setting.
  • Ability to maintain a positive demeanor.

Qualifications:
  • Valid Illinois Professional Educator License (PEL) with General Administrative Endorsement or bachelor's or master's degree in Human Resources with proper endorsement or certification in HR related field.
  • Current experience in labor relations or related HR field.
  • Demonstrated successful leadership experience.
  • Demonstrated ability to communicate effectively to a broad audience.

Performance Evaluation/Accountability:
  • Performance evaluated annually in accordance with Illinois School Code and D300 Administrative Procedures
