This person will engage, influence and collaborate with stakeholders to share insights and best practices to foster a culture of engagement and innovation. This includes operationalizing engagement measurement, programs and strategies.

Employment Services Manager I - Significantly advanced levels of responsibility and four plus (4+) years of human resources experience in any combination of the following components: compensation, recruitment/staffing, benefits, HRIS experience, employee Resource, training and development, and organizational development.

Description

Examples of Duties
- Oversee the city of Detroit's employee engagement measurement tools and programs - partnering closely with the HR Leadership, Employee Services consultants and business leaders to deliver data driven insights and approaches to align employee engagement with business objectives and employees' greatest areas of interest
- Collaborates with internal and external key stakeholders to develop and implement change management initiatives, and human resources policies and programs in support of city-wide initiatives
- Conceptualizes and develops HR strategies, processes and procedures to increase customer service efficiencies
- Consult on other measurement initiatives, such as survey design, program evaluation or focus groups
- Cultivate an inclusive, motivational, empowering and performance-oriented work environment, consistent with our values
- Develops a good working knowledge of assigned business areas and the operating processes and procedures within the City
- Experience with EEO reporting, compliance, and analysis to ensure adherence to federal, state, and local regulations
- Integrate employee engagement data with other initiatives (both within HR and the city of Detroit overall) provide analytics and insights
- Maintain up-to-date knowledge and an on-going understanding of engagement trends and best practices
- Manage internal stakeholders and external vendors
- Manage, monitor and ensure performance to budget
- Manages assigned special projects and programs
- Proactively develops solutions; facilitates problem solving among different individuals/groups to reach effective outcomes
- Provides human resources consultation and support services including, but not limited to employee relations, position management, employee engagement, and employee development
- Pursue technology enhancements to improve manager action planning and comments analysis
- Supervises the Engagement Team, providing leadership, guidance, and support to drive employee engagement initiatives
- Support the employee engagement survey process, including survey item design, survey administration, report and/or dashboard design and data analytics
- Track and measure progress against employee engagement initiatives and collaborate with ESC"s to make recommendations and ensure sustainability
- Oversee and enhance the employee recognition program to celebrate contributions and achievements across the organization
- Lead volunteer engagement efforts, partnering with internal and external stakeholders to create meaningful opportunities for employees to give back
- Provide guidance and support to ERG leaders, ensuring alignment with company goals and fostering an inclusive workplace culture

- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Office 365, Smartsheet, Canva, and Adobe Pro.
- Excellent verbal and written communication skills
- People Analytics Experience - knowledge and understanding of human resources analytics and reporting with the ability to drive business value from quantitative insights; experience in researching complex problems with large data sets; simplifying quantitative data to tell a story to stakeholders
- Project Management - proven project management skills, with ability to manage multiple deliverables and develop tactical delivery plans
