The Bureau of Technology Management is currently recruiting to fill an EMR Lead Business Analyst (IS Business Automation Specialist) position located at our central office in Madison, WI.

Position Summary

This position functions as an Electronic Medical Records (EMR) Lead Business Analyst for the Cerner Millennium implementation and support project. It will have a central role in understanding the DOC's business needs and incorporating them into the selection, gap analysis, development, and implementation of third-party applications and enhancements. Responsibilities include coordinating the resolution of complex IT issues and decisions in a business context; it requires knowledge and expertise in business process analysis, information systems, project management, and state-of-the-art information technology in business areas.

This position works closely with DOC staff and others outside the organization so building business partner relationships between the business units and IT are critical functions of this position. Additional duties include analyzing user needs, preparing business requirements documents and specifications, and designing, testing, and implementing application components into production.

Salary Information

This position is in pay schedule and range 07-33 with pay starting between $79,040 and $108,992 per year. Pay on appointment may vary according to the applicable pay transaction provisions of the Compensation Plan and Wisconsin Administrative Code. A twelve-month probationary period is required.

Job Details

Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DOC sponsorship) at the time of application. The Department of Corrections will conduct criminal background checks on applicants prior to selection to determine whether the circumstances of any conviction may be related to the job being filled. Upon hire, all new DOC employees are subject to fingerprinting.

The Department of Corrections may conduct pre-employment drug screens. Any applicant who is offered employment in a position which requires a pre-employment drug screen must pass the screen as a contingency to employment. Applicants who fail or refuse the drug screen will not be given further consideration for employment.

NOTE: This position is eligible to work remotely 100% of the time. For positions that allow remote working flexibility, working outside of Wisconsin will not be allowed.

Qualifications

Minimally qualified applicants will have experience:
Working with Electronic Health Records.
Analyzing and optimization of Healthcare applications based on business needs; including conducting fit/gap analysis, elucidation meetings, mind mapping, and risk analysis.
Collecting and analyzing data and business/user and functional requirements, drawing conclusions, and recommending solutions.
Implementing, configuring, testing, and providing support for third-party software packages and agile methodologies.
