General Definition of Work

Perform duties to plan and implement the maintenance and upgrading of FMPA's Supervisory Control and Data Analysis (SCADA) systems, related remote terminal units, and data communications systems to ensure optimal performance with available technology and within budgetary limits, working within the limits of established policy. Provides subject matter expert support to Agency Members in the areas of SCADA and relays.

Essential Functions

Coordinate with member cities to arrange for the training of technical staff in repair of RTUs. Monitor the need for unit repairs, coordinate repairs through available resources including technical staff from member cities or other utilities, in keeping with contractual terms, to minimize system down time.

Develop plans, budgets, and implementation schedules for the upgrading, repair, and preventive maintenance of SCADA data acquisition and communication equipment. Monitor and maintain spare parts inventory to suit requirements.

Establish plans, procedures, and guidelines to effectively follow the relevant standards set by NERC and/or FERC. Coordinate with other utilities to ensure compliance with the regulations.

Research new technology to determine the applicability to FMPA requirements; define specifications and requirements associated with upgrading of current systems. Define new configurations and pre-engineer new technology to assess the feasibility and cost versus benefit analysis of upgrading systems. Make recommendations to management as appropriate and coordinate details with outside engineering firms for authorized system upgrade initiatives.

Establish specifications and budgets for new equipment as replacements for aging installations or for new installations.

Work with vendors to implement authorized purchases. Perform the assembly and configuration of new equipment or contract for the purchase of related services from vendors. Coordinate the installation of new equipment in the field with staff, members and/or other utilities and personally install and check out equipment as required.

Respond to trouble calls regarding communications equipment failures and related issues. Investigate and recommend systems and options to improve reliability of service.

Provide staff expertise for the Telecommunications Services program. Stay abreast of the telecommunications industry providing information and assistance to members providing telecommunications services.

Monitor the business environment, member interest, and member activity in telecommunications for opportunities to renew progress towards a telecommunications joint action agency.[CG1]

Serves as the protection and control technical expert to FMPA's Member Services Department

Assists member utilities' staff with programming, testing, calibrating, troubleshooting, repairing and replacing relays, controllers, meters and other related equipment

Conducts protection system mis-operation analysis

Interprets and documents electrical test results and technical data on relaying and metering systems

Develops and verifies wiring diagrams and technical specifications for upgrade projects

Responsible for the operation and maintenance of all test equipment

Assists with the development of maintenance cycles and planning

Serves as a trainer to member utilities' staff

OTHER DUTIES MAY INCLUDE BUT ARE NOT LIMITED TO:

Perform or assist with any Agency business functions, as required to maintain workflow and to meet schedules and quality requirements.

Maintain safe work area and comply with safety procedures and equipment operating rules keeping work area in a clean and orderly condition.

Participate in any variety of meetings and task force groups to integrate activities, communicate issues, obtain approvals, resolve problems, and maintain specified level of knowledge pertaining to new developments, requirements, and policies.

Perform other related duties as assigned.

TOOLS AND EQUIPMENT USED:

Computer, usual peripherals, and office software, standard office equipment, remote terminal units, electronic and electrical test devices, and metering and reporting software.

Knowledge, Skills and Abilities
Thorough knowledge of AC/DC electrical theory, protective relaying, and a comprehensive understanding of power system equipment and operations
Ability to read and interpret electrical diagrams and drawings
Ability to read and comprehend technical manuals
Hands-on experience with electrical test equipment such as volt meters, amp meters, ohm meters, Meggers and power quality analyzers
Ability to troubleshoot, diagnose and repair electrical installations safely and effectively
Hands-on experience with electrical wiring, circuit boards, and components
Knowledge of safety practices and occupational hazards for electric substations and distribution systems
Knowledge in electrical safety related to working around energized high-voltage equipment
Ability to follow safety policies, industry best practices and use PPE appropriate for work being performed
Familiar with the implementation of NERC Standards as related to protective relays, SCADA and related communication systems
Proficient using computers and in Microsoft Office (Word, Excel and Power Point)
Strong communication and interpersonal skills
Strong organizational and problem-solving abilities
Ability to work independently as well as in a team environment

Education and Experience
Associate degree in Electrical Engineering Technology OR
Associate degree in Electronics Engineering Technology OR
High School Diploma PLUS completion of a Substation Technician apprenticeship training program AND
Minimum of 7 years of hands-on experience in protection and control technologies for electric utilities
Experience with solid-state relays manufactured by SEL, Basler, ABB, GE and Westinghouse
Experience with electromechanical relays manufactured by GE, Westinghouse, ABB and Toshiba
Experience with revenue grade meters such as Jemstar, Jemstar II, and SEL-735
Proficient with computers and specialized software used for protection and control
Experience with tap-changers, voltage regulators, capacitor banks and recloser controls is a plus

Physical Requirements
Ability to walk on rough terrain and in inclement weather
This job requires lifting, carrying, pushing, pulling or moving up to 50 pounds
Ability to work in confined spaces
Ability to use hand tools and using hands to finger, handle, feel and repetitive motions
Vocal communication is required for expressing or exchanging ideas by means of the spoken word
Hearing is required to perceive information in the work environment with moderate to loud noise levels
Vision abilities required by this job include close vision, distance vision, color vision, and the ability to adjust focus
Role involves working in substations around high-voltage energized transmission and distribution lines
This position may be required to work more than 40 hours per week and to work outside of normal working hours during outages, emergencies, or storm situations.
