SUPERVISORY RESPONSIBILITIES

Supervision of Energy Services program staff

SUMMARY

The Energy Services Director oversees the coordination and administration of all aspects of the Energy Services including planning, organizing, staffing, leading and controlling program activities.

Assist in the fulfillment of the Agency's vision, "A strong Fresno County where people have resources to shape their future free from poverty."

DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS

The director performs a wide range of duties including but not limited to the following:

Implements department plans, work projects, processes, procedures and policies required to achieve overall program performance goals

Coordinates and integrates program resources to achieve optimal efficiency and effectiveness

Represents agency before funding sources, boards, and committees

Develops and maintains positive relationships with community partners, stakeholders and governmental agencies.

Responsible for developing and managing energy programs, including annual budget, reporting, and compliance with local and federal regulations

Directs personnel processes such as recruitment, selection, orientation, disciplinary action, documentation, and termination.

Sets individual goals and objectives, plans and evaluates the performance of assigned staff. Establishes performance requirements, regularly monitoring performance and coaching for performance improvement and professional development.

Regularly makes on-site inspections to ensure program services meet or exceeds standards.

Provides visionary leadership and works with program staff to develop and maintain a high performance, customer service-oriented work environment

Strong knowledge of energy efficiency programs and pursues related grant funding opportunities and partnerships to expand and improve the Energy Services Division.

Annually develops and updates program related policies and operating and administrative procedures.

Works with the Program Officer to develop annual departmental goals that align with the agency's strategic vision

Maintains current with, interprets and applies pertinent Federal, State and local laws, codes and regulations governing Energy Services contracts particularly with energy vendors or service providers.

Ensures that the Program Officer is fully informed of program issues, updates, and accomplishments.

Reviews and approves internal and external reports, information, and other documents.

Ensures agency policies, procedures, and protocols are followed.

Travels for business as required using personal vehicle.

Performs other duties as assigned.

QUALIFICATIONS

EDUCATION:

Bachelor's degree in business, construction management, accounting or related field.

EXPERIENCE:

Minimum of eight (8) years' experience in energy services, energy efficiency programs, renewable energy, or utility management, with at least 3-5 years in a leadership or management role.

OTHER QUALIFICATIONS:

Demonstrated knowledge of weatherization services, utility assistance programs, construction practices, and government or private utility funded energy programs.

Strong communication and organizational skills with the ability to advocate for community-focused energy initiatives.

Highly organized and able to multi-task.

Proficient in Microsoft Office Suite and related business software.

Willing to work non-traditional hours and days to meet the needs of this position.

Maintain a valid California driver's license, reliable transportation, adequate auto insurance as required by State law, and insurability by agency carrier.
