Overview
The City of Gresham has an exciting opportunity for and Engineer 1 in our Water Division. This position is an entry level engineer position that will work under the mentorship of the Senior Water Engineer to design waterline infrastructure and provide project management for Capital Improvement Projects for the Gresham Community. The Water engineering team consists of two Water Engineering Technicians, an Engineer 1 and the Senior Water Engineer.

Position Description
Under the mentorship of the Water Senior Engineer, this role will be responsible for the design and construction of water infrastructure including waterlines, pump stations, vaults and reservoirs. These can be designed in house, or for more complex jobs through the management of design consultants.

You will also serve as the backup water system modeler.
What you will get to do:
  • Design and deliver Capital Improvement Projects (CIP) Public Works Project
    • Design and produce engineering plans, specifications and estimates for complex, multiple disciplinary public works water construction projects, including those requiring state and federal oversight.
    • Provide all levels of management services for construction and engineering public works projects.
    • Review technical drawings, construction plans, calculations, engineering studies and reports.
    • Conduct research, analyze data, and formulate recommendations.
    • Manage professional services contracts (design, right-of-way acquisition, environmental compliance and permitting).
  • Model water system in support of development
    • Act as the technical expert in our water model and provide necessary information regarding expected flow capacity and fire capacity for development and CIP projects.
    • Demonstrate understanding of how the model operates, both in steady state and dynamic extended period simulations.
    • Calibrate the model with live data obtained in the field.
  • Review and plan for future projects
    • Take projects from design concepts and analyze alternatives, design considerations, expected budgetary costs and coordinate with other City and external stakeholders to determine feasibility and develop a work plan for the project.
    • Provide information collected to the Senior Water Engineer for budgeting and scheduling purposes.

Work Schedule/Environment:

This is a full-time position and will work either a standard five days per week, eight hours per day schedule or a 9/80 schedule that requires five days of nine hours per day one week followed by a four day week of nine hours per day rotation.

The current schedule for this position is hybrid. Employees work on-site/in the office for a minimum of three (3) days per week. One of the three on-site days each week must be either a Monday or Friday. At this time, the City of Gresham is reviewing a return-to-office (RTO) policy which may increase on-site requirements with notice. The hiring manager for this position will have more current information at the time of all verbal/contingent offers.

MINIMUM QUALIFICATIONS:
  • Bachelor's Degree in Engineering (i.e., Civil, Environmental, or related field)
  • Up to one year of related experience
  • Valid Driver's License
  • Good driving record (as defined by our driving matrix)
Required Certification:
  • Oregon Fundamentals of Engineering certificate
Preferred Qualifications:
  • Experience in water system design
  • Experience or demonstrated knowledge of project management to include contract development, payment processing for contracts and construction inspections
DRIVING MATRIX:
  • You will be disqualified from this process if you possess any of the following driving infractions:
  • A major traffic offense or accident that results in death or major injury.
  • Driving under the influence (DUI) offense within the last 5 years.
  • Have more than 3 moving violations within a 3-year period or more than 2 within a one-year period.
  • Have more than 2 accidents within a 3-year period.
