The North Regional Division (NRD) provides project development, technical design, and design oversight for projects in District Four (4) and District Five (5). Working alongside the New Mexico Department of Transportation (NMDOT) General Office and Federal Highway Administration (FHWA) personnel, the NRD advances NMDOT projects through both internal design efforts and consultant oversight. NRD also provides oversight on local agency projects that use federal funding for design and construction activities. The North Region Division is based out of the Santa Fe NMDOT General Office (GO) and is comprised of professional engineers, technicians, and administrative support staff.

Why does the job exist?

This position serves as a Project Development Engineer (PDE) with responsibilities that includes leading project development activities in the design of construction plans for letting to bid in accordance with Federal and State Laws and Policies. This position is the first level of management in the Engineering Series which provides supervision over a designated squad in which the primary focus is on design and the leadership of staff. This position is under North Region Design Bureau within the NMDOT Infrastructure Division.

How does it get done?

This position will manage an internal design squad, draft Requests For Proposals (RFP), and manage Consultant contracts for the North Region Design Bureau. This position will be responsible for analyzing and developing project schedules and Engineers' opinion of probable costs and provide procedural, substantive, and quality reviews of project schedule activities and milestones.
Additional key responsibilities of this position will include:

* Responsible for managing all aspects of multiple design projects. This function requires having knowledge of Federal regulations and engineering requirements for this program area; coordinating with the federal oversight agency and other agencies/ departments and outside contracted firms; managing subordinates and other's work; and preparing progress reports.
* Develop scope and evaluate fee proposals submitted in response to RFPs.
* Develop independent labor hours for negotiation with consultants and identification of funding needs for design study projects.
* Assist in managing the agencies or district's on-call contract, which includes defining scope of tasks, assigning tasks and
approving consultants to proceed with the work, managing the work as it proceeds, reviewing final work products, reviewing invoices and approving for payment.
* Provide detailed updates on all projects for Program Management Team Meeting.

Who are the customers?

Project design for the NMDOT North Region Design, District Four (4), (Las Vegas, NM), and District Five (5) (Santa Fe, NM).

Ideal Candidate

The ideal candidate will have preferred education and/or experience in the following:

* Road design specifications, codes or manuals published by organizations such as American Association of State Highway and Transportation Officials (AASHTO), American Concrete Institute, or Federal Highway Administration (FHWA).
* Working with the NMDOT Standards Specifications for Highway and Bridge Construction.
* Ability to review, analyze, and verify project information including cost estimates, project construction quantities, utility installations/relocations, and as-built roadway plans.
* Producing construction design plans using a computer aided design software, such as AutoCAD and Civil 3D.
* Supervising employees.
* Management and coordination of complex projects.
* Conducting public meetings and effective communication.

Minimum Qualification

Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and five (5) years of engineering experience, one (1) of which must be as a Licensed Professional Engineer. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. Must be certified by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Employment requires successful completion of a pre-employment physical exam and is conditional pending results.

Business Reference check and Driver's License verification are required, and employment is conditional pending results.

Working Conditions

Work is primarily performed in an office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs. Travel throughout the state and occasional out of state travel may be required.
