Description:

This position is for the Coastal Engineering Division Administrator within the Department of Public Works/Engineering. The Engineer V role involves managing the division, including supervising professional engineering staff, and it reports directly to the City Engineer.

The Coastal Engineering Division is responsible for planning, managing, and implementing the City's programs and projects related to shoreline protection, navigation, and beach management. They collaborate with the U.S. Army Corps of Engineers to carry out federal flood protection, beach nourishment, navigation, and environmental enhancement projects in Virginia Beach. This division also oversees the City's eight neighborhood dredging Special Service Districts and the Sandbridge Special Service District, which focuses on sand replenishment for Sandbridge Beach.

This position comes with a high level of responsibility and demands exceptional leadership, managerial, technical, and customer service skills. The role requires effective communication and the ability to make independent judgments. It involves assigning complex or specialized engineering tasks that apply advanced principles in coastal engineering, along with strong problem-solving skills.

The position involves a range of complex responsibilities, which may include the following:
  • Administering and managing the Coastal Capital Improvement Program (CIP) Section.
  • Preparing the annual operating budget and ensuring that the division remains within the approved budget.
  • Overseeing the design, construction, planning, and implementation of new capital infrastructure, as well as major operations and maintenance functions.
  • Supervising professional engineering staff.
  • Managing programs related to complex coastal engineering tasks of moderate complexity.
  • Reviewing plans and specifications for shore protection and navigation maintenance.
  • Providing field engineering and management support for the operation and maintenance of public facilities.
  • Ability to work on multiple projects simultaneously and manage production schedules.
  • Presenting at conferences, community meetings, and City Council meetings
  • Performing additional job duties as required, utilizing the necessary skills, knowledge, and physical capabilities.
