The Township of Springwater, located in the heart of Simcoe County, is a mixed urban/rural municipality with growing urban settlements and a prosperous agricultural sector. The municipality is currently recruiting for an existing permanent, full-time position of Engineering Technician (Transportation and Water).

Reporting to the Senior Engineering Technologist, this position will provide day-to-day support to the operations of the Roads and Fleet and Water departments and will be responsible managing the Township's Right of Way and water meter reads.

Position Responsibilities

The usual responsibilities of the position are:

  • Acts as the point person for road occupancy, site alteration, municipal consents, and utility right of way requests and permits.
  • Carries out technical work for the preparation, review and administration of tenders, RFP specifications, contracts, and documents under the direction of the Senior Engineering Technologist. Reviews and evaluates proposals of bids. Attends site meetings, prepares, and recommends approval with respect to contract changes, extra cost claims, and progress payments.
  • Assesses various proposed public utility installations, road occupancy permit applications including the review of plans, associated liaison duties, and issuance of municipal consent approvals.
  • Collects, analyzes, and provides data to department, including inventories for infrastructure such as roads, sidewalks, street lighting, signs, traffic controls, storm and sanitary sewers and catch basins.
  • Coordinates locate request for municipal infrastructure including but not limited to sewer, catch basins, streetlights, traffic controls.
  • Reviews traffic calming and speed limit review requests, road and intersection safety matters, performs analyses and makes recommendations for improvement.
  • Coordinates, attends, and takes minutes of utility meetings and reports conflicts to the various departments and/agencies.
  • Responds to enquiries and liaises with the public, other departments/levels of government, utilities, consultants, developers, contractors, etc., on matters relating to municipal services; responds to and investigates associated complaints/concerns.
  • Arranges or assists in the preparation for public meetings, council meetings, open houses, and related Township business.
  • Reads water meters using Township wireless reader; Coordinates and actions new water meter installation/connection, disconnections and reconnections.
  • Coordinates service billings with the Finance department.
  • Coordinates water service connections, upgrades, issue resolutions, and billing.
  • Performs such other duties as may be assigned.

Qualifications and Experience

  • Graduate in Civil Engineering Technology or equivalent combination of education and experience.
  • Must possess or be eligible for CET designation.
  • Minimum of three (3) years' experience, preferably in municipal services engineering.
  • Computer literacy utilizing word-processing, spreadsheet, presentation and database software, and the Internet. Thorough knowledge of Microsoft Window and Office applications and CADD.
  • Ability to work alone and as part of a diverse team.
  • Advanced understanding in the principles and application of Civil Engineering theories, methods, and practices. Advanced knowledge of construction practices and methods, including the ability to interpret engineering drawings and documents.
  • Knowledge of Ontario Provincial Standards Specifications; Ontario Provincial Standard Drawings; ASTM, AWWA, CSA, CCDC; Ministry of Transportation Design Manuals/Construction Manual; Ontario Traffic Manual; Occupational Health and Safety Act; Construction/Mechanics Lien Act.
  • Ability to interact effectively and courteously with all levels of staff and contacts in a customer service focused environment; build cooperative, collaborative working relationships with internal and external customers.
  • Excellent interpersonal, project/time management, analytical, communication, presentation, organizational, administrative, public/media relations and problem- solving skills, Ability to deal independently, courteously and professionally in any situation.
  • Valid Class 'G' Driver's license and reliable vehicle to use on corporate business.
  • Due to the responsibilities of this position, you will be required to have a Police Information Check satisfactory to the Township.

Rate of Pay

The Township of Springwater offers a competitive salary and a comprehensive employee benefit plan, including participation in the OMERS pension plan for this position. Compensation for this position is currently $76,193 to $89,135 per annum (2024 rate).

Hours of Work

This position will work 35 hours per week; however, occasional hours outside of normal business hours, including attendance at evening meetings or weekend events or to accommodate deadlines and work projects, will be required.
