Summary of position:
The Supervisor of ESL ensures that the English learners (ELs) in all schools or districts assigned receive equitable access to rigorous instruction and all other district programs resulting in high levels of academic achievement and proficiency in academic English. The ESL Supervisor holds primary responsibility for the development, implementation, and assessment of specialized services in grades PreK-12 including English language development, academic, and social-emotional interventions and other related services. The ESL Supervisor provides leadership to school-based staff and brings expertise through professional development in areas related to English language development and culturally responsive teaching. The Supervisor ensures that the needs of all ELs are met through the implementation of research-proven practices. The Supervisor provides support to Principals, Assistant Principals, ESL Teachers, General/Special Education Teachers, and other staff members

Responsibilities (see attached job description for additional details):
- Advocate on behalf of the educational rights of ELs, immigrant students, and their families both within the school district as well as in the community.
- Ensure that the District is in full compliance with local, state, and federal policies regarding educational programming for ELs and immigrant children and youth
- Collaborate closely with the School Leadership Team, ESL Department Teachers, the ESL Program Director, and other departments to ensure seamless delivery of ESL services at the school and district levels. Address building level and parent questions/concerns regarding ESL program services.
- Observe and provide feedback, both formally and informally, to ESL and/or content teachers involved in the instruction of ELs in an effort to continuously improve instructional practice, monitor the effectiveness of professional development, determine curriculum needs, and hold school staff accountable for compliance with ESL Program policies.
- Collaborate with school staff in monitoring the progress of and determining appropriate interventions for current and former ELs who are at risk of academic failure.
- Assume personal responsibility for professional growth and development by keeping current with the literature, new research findings, and instructional techniques and attending appropriate professional meetings and conventions.
- Coordinate, oversee, and/or conduct professional development in meeting the needs of ELs district-wide through a variety of methods, including, but not limited to
- In-service training for administrators, teachers, teaching assistants, and other staff.
- Summer professional development activities.
- Conferences, webinars, and other training events.
- Coaching sessions with teachers, administrators, and other staff members.
- Collaboration with outside consultants contracted by the District.
- Development and monitoring the effectiveness of the Title III professional development plan.
- Offer support and collaboration with staff responsible for the RSD ESL Program Specialist Certification courses.
- Oversee and evaluate direct reports within the Central ESL Department in accordance with District protocol and expectations.
- Collaborate with the Supervisor of Curriculum and ESL Program Director in the development, adoption, implementation, and ongoing revision of ESL Program curriculum and instructional resources.
- Develop procedures, forms, and templates for the provision of all ESL Program services.
- Oversee and participate in parent/community engagement activities offered by the ESL Department.
- Offer support, advocacy, and ongoing communication to parents of ELs who present high-risk academic needs.
- Assist in the coordination and monitoring of translation and/or interpretation services provided by the ESL Department.
- Assist in the coordination, training, and monitoring of English language proficiency assessments administered for the purpose of initial identification.
- Assist in the coordination, training, and implementation of annual standardized testing.
- Assist in the identification of ELs who have met state-defined reclassification criteria and ensure that they are monitored quarterly.
- Recruit, interview, and select ESL Teachers, paraprofessionals, and other staff.
- Assist in budget preparation and data collection for the ESL Program.
- Consistently represent the District in a positive and professional manner.
- Perform other job-related duties as required or assigned by supervisor/administration
Qualifications:
- Master's Degree in English as a Second Language, Educational Leadership, or related field.
- Minimum of five (5) years' experience teaching ESL or teaching in a district/school with a significant EL population.
- Valid Pennsylvania PK-12 ESL Program Specialist Certification required OR ability to obtain an ESL Program Specialist certification -- applicable only if the candidate currently holds a Supervisory/Principal certificate and demonstrates strong administrative experience/skills.
- Valid Pennsylvania Supervisory or Principal Certification required OR currently enrolled in an administrative certification program -- applicable only if the candidate currently holds an ESL Program Specialist certificate and demonstrates strong leadership skills and experience as an ESL Teacher.
- Valid driver's license required.
- Bilingual and biliterate in Spanish highly preferred.
- Proven ability to supervise and/or work effectively and collaboratively with administrative, professional staff, non-professional staff, parents, and community partners.
- Documented success of leadership specific to working with English learners and/or students in urban education.
- Strong presentation skills with the ability to facilitate groups of various sizes.
- Strong knowledge of effective teaching practices and interventions.
- Strong knowledge of academic and English language development standards.
- Detail-oriented and highly organized with strong verbal and written communication skills.
- Expert knowledge of federal and state policy regarding ELs.
- Excels in problem-solving and has a strong desire to provide high-quality services.
- Explicit and relentless focus on outcomes with strong skills in collecting, analyzing, and interpreting a variety of data.
- Ability to effectively utilize various forms of office technology and software applications.
- Ability to be in regular and consistent attendance during the work year.
- The holder of this position could be required as part of his or her duties to engage in activities that can be charged to a Medical Assistance (MA) or other state or federal healthcare program. Clearance as a provider by both the Commonwealth of Pennsylvania and the federal government is therefore an essential qualification for this position.
