(IT Architecture-Senior Specialist)

About the position

This position is within the Enterprise Architecture unit in the Architecture and Innovation Division (AID) within WaTech. This position informs the highest, most impactful decisions on technology investments in the state of Washington and reports to the State Chief Enterprise Architect.
As the Enterprise AI Business Architect, you will be responsible for aligning AI initiatives with statewide and agency business objectives, focusing on an iterative use case inventory that integrates with business processes and statewide business domains. In this role you will drive the statewide deployment of AI services by collaborating with service owners and program leaders to accelerate the adoption of AI-enabled capabilities. You will be relied on to provide direct guidance to agencies, equipping them with templates and consulting support to maximize the value of AI-enabled technology, ultimately enhancing the customer experience and improving agency operations for the benefit of Washington's residents.

Duties
Some of what to expect with this role:
  • Develop AI business architecture artifacts to drive the responsible use of AI in the state (e.g., business capability models, process-to-capability maps, context models, value stream maps).
  • Lead the development of a statewide AI strategy that aligns with long-term business goals, ensuring AI initiatives enhance government services and operations.
  • Support the lifecycle of enterprise architecture policies within the AI business architecture by contributing to the establishment, development, implementation and periodic updates of state-wide AI policies and standards.
  • Perform architectural reviews of AI initiatives to ensure compliance with statewide data privacy, security standards and federal regulations.
  • Lead and manage the portfolio of statewide AI capabilities. Maintain a capability map and service gap analysis for cloud-based AI capabilities for the state.
  • Collaborate with statewide service owners, cloud teams and program leaders to expedite the deployment of AI-enabled services across the state.
  • Ensure that AI initiatives are strategically aligned with statewide business objectives.
  • Review technology funding requests as part of the biennial and supplemental budget cycles and help determine whether a proposed investment aligns with the state IT strategy.

Qualifications
Here's what we're looking for:
  • Ten years of information technology (IT) experience in business architecture or business management. This required experience must include the following:
    • Five years of information technology experience in a business architecture functional area such as business process design and reengineering or business capability mapping.
    • Five years of total experience practicing one or a combination of specific architecture methodologies (business architecture, enterprise architecture and solution architecture) on a full-time basis.
    • One year working on enterprise (organization-wide) approaches for the use of complex types of AI (machine learning, deep learning, generative AI).

* A bachelor's degree in information technology or IT business management may substitute for up to four years of required experience.
Preference may be granted to applicants with the following:
  • A master's degree in information technology or IT business management.
  • Previous experience in enterprise architecture practices using one of the major Enterprise Architecture frameworks, such as Scaled Agile, Zachman, TOGAF, or FEAF.
  • Previous enterprise-level enterprise-architecture experience in the business or technical domain, involving enterprise-technology service delivery to large, multi-domain organizations.
  • Possess professional business architecture certification, such as:
    • Enterprise Architecture Center of Excellence.
    • Scaled Agile Framework Certified Architect.
    • The Open Group Architecture Framework.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
