PROJECT REQUIREMENTS PROJECT GOALS AND OBJECTIVES:

The State is anticipating a significant investment in technology in the next few years that will require architecture assessments and recommendations. The State has a number of Enterprise Architects working in different areas of ITSD but there is no central leadership for the Enterprise Architecture (EA) practice. The State is seeking an experienced Enterprise Architect to establish the Enterprise Architecture practice for the State of Missouri and lead the existing state team in developing the EA strategy and practice. SCOPE OF WORK:

The scope of this PAQ will include leading the existing state Enterprise Architects to establish standards and practices related to Enterprise Architecture. Scope will also include assessing new technologies and providing recommendations for planning and implementation of those technologies. This position will work at the direction of the State CIO, Jeff Wann, and Deputy CIO, John Laurent, to establish a recommendation and a plan for a Statewide Enterprise Architecture. This position will collaborate with various State personnel from ITSD and a number of different State agencies, as required and directed by the State.

In order to fulfill the requirements of this PAQ, the proposed candidate should have ten or more years of business experience in strategic and operations planning and/or business analysis and ten or more years of experience in at least three disciplines, such as business, information, solution or technical architecture, application development, middleware, information analysis, database management or operations in a multitier environment. Preferred qualifications include experience and working knowledge of State of Missouri IT systems which encompasses security, cloud services, infrastructure management on multi-platform environments and management of large scale development and maintenance and operations projects.

If the proposed candidate cannot be 100% on site in Jefferson City, MO, the candidate should be on site at a mimimum of every other week, working remote the in-between week, but will be dedicated to the State at 40 hours every week.

Should ITSD determine the proposed candidate is not meeting the requirements set forth by the State, the State shall have the option to change architects and term, with qualified resumes being submitted within 5 days and a resource switch to occur within 45 days unless an exception is granted by the State.

ll responses should include a resume of the proposed candidate.

The contractor for this PAQ is disqualified from participating as a primary contractor or subcontractor to the primary contractor in any responses submitted to an RFP for the procurement of any new technologies recommended as a result of this PAQ.
TECHNICAL ENVIRONMENT:

Contractor must have all necessary licenses to provide IT services in conjunction with the award of this PAQ.
LIST OF DELIVERABLES:

Monthly Status Report delivered at the end of each month focusing on work completed during the month, work planned and issues.
DELIVERABLE ACCEPTANCE CRITERIA:

ll deliverables must be approved by the ITSD Project Manager and Deputy CIO.

GENCY TASKS and/or ITSD RESPONSIBILITIES:

  • ITSD will establish an Active Directory account for each contractor and VDI-RDP (or other) to access resources.
  • ITSD will provide a physical location for contractor as necessary.
