WHO WE ARE
The Department of Finance is responsible for the financial administration of the County government, including accounting and payroll, debt and cash management, tax billing and revenue collection, economic and revenue forecasting, and risk management.

WHO WE ARE LOOKING FOR
The Department of Finance (FIN), Timekeeping & Payroll Section, seeks a highly skilled and experienced information technology professional with proven experience performing duties related to implementing, configuring, and maintaining UKG Pro Workforce Management in support of the County's enterprise timekeeping and scheduling system.
What You'll Be Doing

This is an expert level systems integrator and subject matter expert with commercial off-the shelf (COTS) expertise in UKG/industry related scheduling and time and attendance that will report to the Finance Timekeeping and Payroll Manager. The incumbent will be the primary point of contact for the County TeleStaff application with UKG, coordinating internally with County Departments and externally with the vendor. The incumbent will participate in strategic planning for scheduling and timekeeping impacts for Enterprise-wide enhancements. The incumbent will play an instrumental role supporting, maintaining, and pioneering technologies to ensure that the County is able to leverage all technical capabilities between scheduling and time and attendance between Finance and all using departments (Police, Fire and Rescue Services, and Correction and Rehabilitation) using the TeleStaff scheduling module of UKG. This includes the current upgrade to the new UKG product, Pro Workforce Management, that houses both the scheduling and time and attendance modules under one combined system. This software will be used for ensuring scheduling compliance for 4000+ union members covered by FOP, IAFF and MCGEO, based on Federal, State, Local laws, Personnel Regulations and Collective Bargaining Agreements. The position also requires a strong sense of ownership and accountability for work performed; the ability to organize, prioritize and manage multiple projects; the ability to plan and lead meetings, trainings, and presentations.

Responsibilities of this expert position will include:
Oversee the TeleStaff program upgrade into one centralized system - UKG Pro WFM
Create and maintain governing documentation for how TeleStaff decisions will be made for core functionality shared across all using departments, as well as how individual TeleStaff Testing instances will be refreshed and data moved into the shared pre-production region and then into the shared Production instance.
Coordinate between TeleStaff using groups all core system configurations, testing, maintenance, support and training
Coordinate updates with the Office of Labor Relations (OLR) related to scheduling impacts/improvements for collective bargaining
Coordinate updates with OLR/OHR related to labor law compliance
Manage the scheduling portions of the Kronos contract in coordination with the main contract administrator
Minimum Qualifications

Experience: Six (6) years of professional experience in the information technology field with operational and functional experience in complex enterprise-sized financial management systems, including time and scheduling systems, and developing highly customized software applications.

Education: Master's degree in information technology or a related field from an accredited college or university.

Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria, Interview Preferences

Interview preference will be extended to applicants who demonstrate:

1. Extensive experience and knowledge of the Windows Server operating system environment, virtual machines, and Software as a Service platform.
2. Extensive database administration experience along with developing custom reports with large datasets using SQL and stored procedures from multiple data sources.
3. Administration and maintenance of large-scale scheduling and time and attendance applications supporting a business unit.
4. Analysis and resolution of technical issues in the TeleStaff scheduling platform or other large-scale scheduling systems.
5. System-to-system integration using Enterprise Service Bus or other integration tool related to enterprise-wide scheduling and time and attendance systems.
6. Extensive software development experience with administering scheduling and time and attendance applications leveraging .NET, Java, Single Sign On technologies,
encryption, and Microsoft/Oracle SQL databases.
7. Experience in creating and adhering to IT governing structures to ensure that IT activities are built toward successfully achieving business objectives.
8. Experience in developing testing methodologies by leveraging technology with the use of automated testing tools.
9. Experience in developing process automation using Microsoft Power Automate or UiPath.
