Position Overview
Salary Range: $93,304.64 - $124,984.91/annually. Salary reflects Step 1 and Step 7 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.
Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m.
Job Summary:
Direct, manage, supervise and coordinate the Environmental Affairs Division programs and activities of the Public Works Department, to include compliance and monitoring testing, safety and training programs; to coordinate assigned activities with other City departments, divisions, and outside agencies; and to provide responsible and administrative support to the Director
Scope of Responsibility:
Incumbent has a high degree of understanding of department and functional operations and is able to work with considerable initiative. With overall guidance from senior management, incumbent will make decisions by applying established management and professional principles. Incumbent may develop or recommend new ways of solving complex and technical problems. Work product has noticeable impact on departmental operations as well as a some impact on the overall City operation. Incumbent must have the ability to exercise discretion regarding confidential matters, which requires considerable tact, sense of timing and the ability to engender trust. Incumbent provides management and leadership to a number of senior managers within the Department.

Physical Demands and Working Conditions
Work is indoors in a normal office environment with occasional field visits. Intermittent physical effort involving lifting of 25 pounds or less is required. Work requires high attention to detail and deadlines between 45% and 70% of the time. Exposure to one disagreeable element present in moderate intensity between 15% and 45% of the time. In some department applications it may be necessary to drive on occasion.

Essential Duties and Responsibilities
Environmental Compliance Activities
- Manage landfill permitting Air Quality Operating permit, Title V permit, Solid Waste Operating Permit, and Industrial Storm Water Permit.
- Review and approve non-hazardous waste disposal
- Review divisional reports to ensure compliance with appropriate departmental and City rules, regulations, and policies as well as appropriate local, State and Federal laws.
- Participate on boards and commissions.
- Research, coordinate and implement water and energy conservation programs.
- Administer the following city programs: MS4 Stormwater program, pretreatment and FOG program, and Cross Connection program.
Supervision
- Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
Division Operations
- Serve as a liaison with other City departments, divisions and outside agencies.
- Provide a variety of public relations programs and activities, provide tours.
Financial
- Assist in the development and implementation of the department facilities plan and ten-year Financial Plan, and the annual recurring Capital Improvements Program.
- Responsible for preparing, reviewing and managing the budget of the Environmental Affairs Division.
Perform other duties as assigned.
Qualifications and Skills
Required Qualifications and Skills:
- Bachelor's degree or specialized certification in a related field
- Five or more years of combined education and experience, or equivalent
- Strong interpersonal skills
- The ability to operate personal computers and proficiency with Microsoft Office applications, or equivalent
Preferred Qualifications and Skills:
- A Montana Professional Engineer's (P.E.) license
- Experience with city government and knowledge of department or function operations
