The Empire Generating facility is a combined-cycle power plant that utilizes two General Electric (GE) Frame 7FA.03 gas turbines and a General Electric D11 extraction-point steam turbine in a 2x1 configuration. This setup provides a total capacity of 635 megawatts. By integrating gas and steam turbines, the plant maximizes efficiency, ensuring a reliable and substantial power output.
Opportunity Summary
The EH&S Manager at Empire Generating Co., LLC, located at the Empire Generating Facility, will ensure the facility remains compliant with environmental and safety regulations, overseeing programs such as SPCC/FRP, CEMS QA/QC, and SWPPP. This role involves analyzing plant data, coordinating environmental reporting, and ensuring CEMS compliance with NYSDEC and EPA standards. The EH&S Manager will also manage OSHA training, lead safety initiatives, build strong relationships with regulatory agencies, and drive continuous improvements in safety and environmental performance.
Primary Functions

Working Relationships
The Environmental, Health and Safety Manager reports to the Plant Manager and works closely with the Operations & Maintenance Manager, Plant Engineer and the Operations Supervisor as needed in the daily operation of the plant.
Physical Requirements and Working Conditions
Physical requirements include standing for extended periods, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds.
Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions.
Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility.
Fitness for Duty
All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.
Work Schedule
This position entails a Monday to Friday work schedule during regular day shift hours. Position requires extended working hours and varied shifts, with the possibility of weekend and holiday work, as required by schedules, workload, and plant conditions. "On call" status will periodically be required. Some travel may be involved to participate in Manager, Owner, User Group, or other offsite meetings.
Compensation
Initial starting compensation will range from $120,000 to $150,000 annually and will include an annual performance bonus.

Primary Functions
- Monitor all applicable governmental and environmental regulatory requirements, ensuring programs and procedures remain current.
- Maintain multi-media environmental compliance plans, including SPCC/FRP, CEMS QA/QC, SWPPP, etc.
- Coordinate the timely preparation and submission of routine and non-routine environmental reports in compliance with facility permits, as well as local and federal regulations.
- Ensure completion of continuous emissions monitoring system (CEMS) reporting in accordance with Title V permit requirements enforceable by the New York State Department of Environmental Conservation (NYSDEC) and the U.S. Environmental Protection Agency (EPA).
- Ensure the facility meets regulatory requirements for site stormwater pollution prevention planning at all times, including those specified by the NYSDEC. As applicable, take samples of stormwater drain systems during rainfall, analyze samples to ensure no chemical or oil enters drains, and report findings to the appropriate regulatory agencies.
- Manage the required OSHA training program for employees.
- Oversee the Contractor Safety Program.
- Administer the Plant Safety Program, maintain the Safety Manual, and ensure compliance with local, state, and federal requirements.
- Support the Owner in interfacing with local environmental regulators, including preparing for and coordinating inspections, responding to information requests, assisting with permit modifications and renewals, and preparing routine compliance reports and communications.
- Serve as the key point of contact for meetings with regulators during compliance visits from the NYSDEC and other regulatory agencies.
- Ensure plant employees complete required Safety and Environmental training.
- Conduct regular observational tours to verify employees are following safe work practices, company procedures, and OSHA regulations.
- Respond to all incidents and actively participate in near-miss and root cause analysis processes. Follow up to ensure corrective actions are completed.
- Lead monthly plant EHS meetings.
- Perform additional reasonable duties as needed to support operational and regulatory requirements.

- Conduct safety observation tours of high-risk activities (e.g., confined space) to verify that employees are following safe practices, company procedures, and OSHA regulations.
- Hold one-on-one sessions with direct reports to discuss safety issues, communicate expectations, and coach safe behaviors.
- Respond to all safety-related incidents, including injuries, incidents, and near misses; write a report explaining what happened, identify the cause, and recommend corrective actions based on established business unit or division practices. Follow up as necessary to ensure corrective actions are taken.

Job Qualifications

- A bachelor's or associate degree in environmental sciences, compliance, or a related field is preferred. Relevant experience may be considered in lieu of education on a year-for-year basis.
- Proficiency with Continuous Emissions Monitoring Systems (CEMS) and Data Acquisition and Handling Systems (DAHS), including compliance with Title V permit requirements.
- Knowledge of applicable safety statutes and regulations, with familiarity in maintaining a strong safety program, is preferred.
- Experience in root cause analysis and reporting of forced outages and loss of generation is preferred.
- Familiarity with OSHA, ANSI, DOT, NFPA, and NERC compliance, preferably in a power plant or power-related industry, is preferred.
- Strong writing and analytical skills, with the ability to present facts, conclusions, and recommendations clearly in written communications.
- Must possess a valid and unrestricted driver's license, ensuring it remains in good standing at all times.
