Hours of Work: Weekday hours, occasional weekends and evening hours, occasional on-call hours

Overall Job Responsibility:

Provide public health leadership to a multidisciplinary team of professionals, para-professionals, and support staff, working collectively to achieve the goals and objectives of the organization.

Key areas of responsibility include, but are not limited to:
  • Develops and implements detailed plans and recommends policies regarding program specific requirements for Food Safety; Drinking Water; Small Drinking Water Systems; Beach management; recreational Water; Risk Assessments; and Management of Health Hazards
  • Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance and recommends disciplinary action when necessary
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations
  • Procures, maintains and assigns appropriate equipment and materials to assist staff in the delivery of programs and services
  • Identifies and provides opportunities for continued staff development and additional training to deal with new enforcement practices, use of new technologies and data management systems
  • Provides support and advice to staff when dealing with complex and politically and culturally sensitive situations by accompanying staff on inspections and investigations and attending meetings with the public, community groups or elected officials
  • Ensures compliance with various legislation and corporate administrative policies (i.e. Freedom of Information and protection of Individual Privacy Act, Occupational health and Safety Act, collective agreements) by monitoring workplace activities
  • Develops, reviews and edits briefing notes on relevant public health issues and compiles/collates data and prepares documents for annual reports
  • Develops, reviews and edits responses to public and elected official-generated complaints reports and briefing notes to the Board of Health, or other committees
  • Coordinates and participates in interdepartmental, inter-agency and multidisciplinary committees related to assigned program leads. Represents the Windsor-Essex County Health Unit at conferences and workshops and prepares and presents papers at events when required
  • Responds to media inquiries and, as required, represents the Windsor-Essex County Health Unit in media interviews and/or conferences
  • Conducts research on relevant public health topics, emerging issues and program enhancements
  • Assesses, assigns and approves staff overtime for inspection and investigation activities to meet mandatory provincial (food recalls, rabies control, health hazard investigations) expectations
  • Supervises and monitors the laying of charges and prosecutions with respect to infractions under various public health acts and regulations.

Position Qualifications:
Education, Training and Experience:
  • Current Certification by the Canadian Institute of Public Health Inspectors
  • Bachelor's degree in environmental health or equivalent education and experience
  • 3-5 years management experience an asset

Other Requirements:
  • Demonstrated experience in managing a diverse group of unionized professional and paraprofessional staff.
  • Comprehensive knowledge of Public Health and various related Acts/codes/standards.
  • Demonstrated ability to be flexible, versatile, and/or tolerant in a changing work environment while maintaining effectiveness and efficiency.
  • Demonstrated excellence in interpersonal, organizational, and time management skills.
  • Demonstrated superior written and oral communication skills.
  • Proficiency with current computer applications ( Microsoft Office - Word, Excel, PowerPoint, Publisher, Internet, Outlook)
  • Must possess a valid Ontario Driver's License and have access to a vehicle.
  • A valid certificate of insurance and proof of automobile insurance in the amount of a minimum of $2,000,000 public liability
  • Satisfactory police information search.
  • Immunizations and TB screening as per WECHU policies
