The Environmental Health Specialist is responsible for the design, development, administration, and enforcement of environmental health programs within Kandiyohi County. This position involves inspecting establishments, ensuring compliance with health and safety regulations, providing public education on environmental health issues, and collaborating with various local, state, and federal agencies.
Job Duties
- Develops and oversees ordinances related to environmental health programs for approval by the County Board.
- Oversees the Food, Pools, and Lodging Inspection program, ensuring compliance with state and local health and safety standards by inspecting licensed facilities and providing education to facility operators.
- Maintains accurate licensing data and conducts inspections of food, beverage, lodging facilities, manufactured home parks, recreational camping areas, public pools, and children's camps.
- Administers duties of the Safe Drinking Water Act, including well water sampling and sanitary well surveys, for noncommunity public water systems.
- Designs and facilitates training courses on food handling and sanitation practices for licensed establishments.
- Investigates and takes appropriate enforcement actions regarding complaints, foodborne and waterborne illness outbreaks, public health nuisances, and other environmental health issues.
- Develops preliminary budgets for the program and monitors expenditure of funds to ensure effective resource management.
- Provides public education on environmental health issues, such as radon, asbestos, vector-borne diseases, drinking water quality, and lead, through various communication channels including phone, mail, and in-person outreach.
- Prepares detailed reports and maintains accurate records as required by Kandiyohi County Health and Human Services, Kandiyohi-Renville Community Health Board, and the Minnesota Departments of Health and Agriculture.
- Oversees cannabis retail sale registration program and performs compliance checks on cannabis and lower potency hemp retail stores.
- Oversees tobacco retail sales licensing program and performs compliance checks on tobacco retail stores.
- Reviews plans for building, expansion, or remodeling of licensed establishments, ensuring compliance with environmental health standards.
- Licenses, educates, and inspects special events to ensure public health and safety.
- Collaborates with other county departments, as well as local and state agencies, to address and resolve environmental health concerns.
- Performs other duties as assigned.
Qualifications
- Bachelor's Degree in Environmental Health, Physical or Biological Science that includes at least 30 semester or 45 quarter hour credits in the physical or biological sciences.
- Registration as an Environmental Health Specialist (REHS) in Minnesota. Registration as an Environmental Health Specialist/Sanitarian in the State of Minnesota must be obtained within 2 years of date of active employment in the Public Health Agency. Requires successful completion of Food Code and Regulations training, certification as a Pool Operator.
Supplemental Information
Work Environment
- Work is conducted both in the office and within the community, with a significant portion of duties involving field inspections of licensed establishments.
- Requires frequent travel to various locations, exposure to weather conditions, and occasional exposure to communicable diseases.
- Regular working hours are 8:00 AM to 4:30 PM, Monday through Friday, with flexibility required based on program needs.
- Ability to lift up to 25 lbs (or more in some circumstances), perform physical activities including climbing, squatting, kneeling, and standing for extended periods.
