The Program Manager will direct and manage the program staff, design, and implementation of the SC Solar for All and Climate Pollution Reduction Programs. Moreover, the Program Manager will be responsible for ensuring all program activities are in support of the EPA-approved Work plans, to include the Meaningful Benefits Plan, Financial Assistance Strategy, Project Deployment Technical Assistance Strategy, Equitable Access and Meaningful Involvement Plan, and Fiscal Stewardship Plan, and that all timelines and milestones are being met. The Program Manager will work with the contracted Program Period Facilitator and Project Deployment and Technical Assistance consultants to develop and refine the SCSFA program. The Program Manager will work closely with the SCSFA and CPRG financial staff to monitor all expenditures for the program to ensure that funds are available, costs are allowable, and that grant funds are expended in a timely fashion for the purpose for which they were intended. The Program Manager will participate in the management decision-making regarding EPA program delivery. The job duties of this position include but are not limited to the following:
  • Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels and trains employees. Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork.
  • Oversee development of Comprehensive Climate Action Plan as required under agreements with Department of Environmental Services and EPA.
  • Ensure accurate and timely reporting an Invoicing of program activities.
  • Serve as point of contact to EPA on CPRG and Solar for All programs. Develop relationships with project partners and stakeholders to ensure successful deployment of programs.

Minimum and Additional Requirements
A bachelor's degree and relevant program management experience.

ADDITIONAL REQUIREMENTS:
  • Knowledge of the agency's mission, programs and objectives. Knowledge of management principles. Knowledge of the agency's organizational structure, the people who manage the work and the processes applicable to government work.
  • Ability to interpret and apply rules and regulations. Ability to manage work and provide guidance to employees. Ability to make presentations and prepare reports.
  • Must have and maintain a valid driver's license.
