Description
The County of San Mateo seeks well qualified candidates dedicated to closing the gap in life outcomes for San Mateo County communities for the position of Equity and Belonging Associate.

The Equity and Belonging Associate will support the functions of the ORSJ which include, but are not limited to:
  • Sustain and grow an interdepartmental Core Equity Team and its committees to advance their annual action plan.
  • Build and sustain external collaboratives to advance shared priorities.
  • Lead communications initiatives.
  • Implement the County's Anchor Institution framework to align County business operations with its mission.
  • Develop policies, programs, tools, and resources.
  • Design and deliver trainings for County employees.

Examples Of Duties
As part of the duties, this position will be responsible for the following, but not limited to the following activities:
  • Conduct research on best practices, needs, landscape, stakeholder analyses, and program evaluations.
  • Support internal and external collaboratives with facilitation, administrative tasks, research, and action plans.
  • Coordinate, facilitate, and support internal working groups with facilitation, administrative tasks, research, and action plans.
  • Research, develop, and deliver training curriculums.
  • Assist with administrative and contract management tasks.
  • Prepare and present on a variety of pertinent issues, programs, and reports.
  • Coordinate communications efforts.
  • Develop and distribute electronic newsletters, writing segments of the newsletter and collecting and posting others.
  • Maintain an internal resource hub for all staff that includes resources, tools, action plans, guidance, and trainings to support staff implementation of fair and just processes and outcomes for all residents, but especially our most vulnerable.
  • Complete other duties as assigned.

Qualifications
Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
  • Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field.
  • At least one year of professional administrative experience is typically required at the Associate Management Analyst level.


Knowledge of:
  • Issues related to equity, racial and social justice, and cultural humility.
  • Lived experience facing and/or addressing systemic inequities.
  • Concepts and best practices in community engagement of diverse and impacted communities.
  • Principles and practices of county management and government.
  • Project and/or program management, and report preparation techniques.
  • Effective research and reporting methods that are accessible to broad and diverse audiences.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Sources of information related to a broad range of county and community programs, services, and administration.
  • Techniques for effectively representing the County in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Techniques for providing a high level of customer service by effectively connecting with the public, vendors, contractors, and County staff.
  • Techniques for online meetings and forums, including zoom meetings and webinars and related features for engagement on zoom such as breakout groups, polls, and surveys.
  • Digital communications platforms including GovDelivery and Drupal (or similar platforms such as MailChimp, Constant Contact, and WordPress).

Ability to:
  • Respectfully and positively engage, communicate, and build relationships with diverse stakeholders, including communities that have been marginalized, staff members across County departments and classifications, County and City leadership, and beyond.
  • Conduct research on best practices on a wide range of topics relevant to the Office of Racial and Social Justice's work, as well as policy and programs to serve the community and/or staff.
  • Assist in the development of goals, objectives, policies, procedures, and work standards for internal and external collaboratives and working groups.
  • Coordinate and oversee programmatic activities.
  • Prepare clear and concise reports, correspondence, presentations, policies, procedures, and other written materials.
  • Support the preparation and facilitation of complex virtual and in-person meetings and trainings with large and diverse audiences.
  • Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative.
  • Establish and maintain a variety of filing, record keeping, and tracking systems.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner and organize own work, set priorities, and meet critical time deadlines.
  • Plan, organize, and carry out assignments from management staff with minimal direction.
  • Analyze, interpret, summarize, and present information and data in an effective manner.
  • Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations.
  • Effectively represent the department and the County in meetings with governmental agencies, community groups, and various businesses, professional and regulatory organizations, and in meetings with individuals.
  • Effectively and positively partner with team members to accomplish shared projects and goals.

Application/Examination
Open and Promotional. Anyone may applyCurrent County of San Mateo employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help, or limited term position prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process for this recruitment will consist of an Application Screening (weight: pass/fail), and an Interview (weight: 100%), which may include the evaluation of a brief writing exercise given immediately preceding the interview. Applicants must successfully pass the Application Screening to move forward to the interview. Candidates must successfully pass the interview to be placed on the eligible (hiring) list.

Depending on the number of applications, a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position. For that reason, not all applicants with the minimum qualifications are guaranteed to advance through the recruitment.
