JT4, LLC provides engineering and technical support to multiple western test ranges for the U.S. Air Force, Space Force, and Navy under the Joint Range Technical Services Contract, better known as J-Tech II. JT4 develops and maintains realistic, integrated test and training environments and prepares our nation's war-fighting aircraft, weapons systems, and air crews for today's missions and tomorrow's global challenges.
The Environmental Safety & Health and Quality Assurance (ES&H/QA) Section Supervisor will be responsible for leading a small ES&H and QA section for JT4 LLC at Edwards Air Force Base. The ES&H/QA Supervisor will ensure compliance with all JT4 contractual requirements, policies, procedures and federal, state, local, and Air Force safety, health, and environmental regulations while implementing best practices for quality management and process improvements. This is a working supervisor position. The supervisor will conduct field work while also meeting the administrative supervisory requirements of the position.

REQUIREMENTS - EDUCATION, TECHNICAL, AND WORK EXPERIENCE
The candidate must possess a base of knowledge sufficient to oversee the performance of technically diverse tasks assigned to the Shop. Must have interpersonal skills sufficient to interface with and effectively direct subordinates. This knowledge and these skills may be obtained by graduation from a two to four-year technical institute or college, or possess equivalent formal technical training or military equivalent and two or more years' of experience in a directly related technical working environment. Must have an in-depth working knowledge of the technical concepts, principles and requirements associated with the work unit. Must have a practical knowledge of company policies, procedures and practices sufficient to perform as an effective supervisor. Must possess a valid state issued driver's license. Must be able to qualify and maintain a Security Clearance. Must be a US citizen.
SALARY
The expected pay range for this position is $83,907 to $104,000 annually

WORKING CONDITIONS
This position involves work typical of an office environment with no unusual hazards. There is occasional lifting (up to 30 pounds), constant sitting and use of a computer terminal, constant use of sight abilities while writing, reviewing, and editing documents, constant use of speech/hearing abilities for communication, and constant mental alertness. The incumbent must possess planning/organizing skills and must be able to work under deadlines.
Duties are performed both indoors and outdoors. Outdoor duties may be performed on even or uneven surfaces, which may be dry or wet. Outdoor duties may be performed on gravel, or shingled roof. Climbing stairs, ladders, towers and scaffolds, indoors or outdoors is required. Government vehicle is used on an as needed basis. Grease or oil may be found on working surfaces. Ability to work in a field environment with some shift work, at remote locations with occasional overnight assignments. Travel to remote working locations required.

What You Will Do With JT4 - Essential Functions/Duties
- Provide direct employee supervision for the ESH/QA team with responsibility for employee performance and development while adhering to established safety, quality standards and Human Resources policies and procedures.
- Develop, implement, and manage ESH policies, procedures, and programs to ensure regulatory compliance & minimize risk
- Establish weekly and or monthly auditing schedules for section employees.
- Provide senior leadership with quarterly briefings on useful metrics such as findings, areas for improvement, and productivity measurements.
- Conduct regular audits, inspect facilities & operations to identify hazards and recommend corrective actions
- Lead incident investigations and root cause analyses, ensuring corrective actions are documented and implemented
- Provide ESH and QA training and guidance to staff to promote a culture of safety and continuous improvement
- Train team and assess processes for process improvements, efficiencies, and cost savings
- Collaborate with senior leadership, site management, and government agencies to ensure alignment with contractual and regulatory requirements
- Oversee the preparation and submission of required reports, permits, and documentation
- Manage and mentor a multidisciplinary team of safety, environmental, and quality professionals

Administrative Duties
- Assist in recruiting, interviewing, and hiring job candidates.
- Make decisions and recommendations for personnel actions such as hiring, disciplining, promoting, and terminating. This includes performing annual employee reviews and assisting in career development for team members.
- Assure all personnel have appropriate and up to date training.
- Conduct and document monthly safety and staff meetings.
- Review and approve timecards.
- Interact and coordinate with supervisors and department managers on a regular basis to ensure that all customer requirements are met.
- Provide weekly activity reports, self-assessments, and technical performance and surveillance reports to management.
- This position will require the incumbent to provide training to newly hired employee.
DESIRED QUALIFICATIONS
- Board or National Safety Certifications such as: CSP, NSC, SSDP, and ISO 9001 or AS9100 Lead Auditor Certification
- Comprehensive knowledge of OSHA, EPA, and Air Force, and safety and regulations
- Proficiency in risk assessment, hazard identification, and incident investigation.
- Experience in managing quality management systems and conducting audits
- Bachelor's degree in Environmental Science, Occupational Safety, Quality Management, or related field preferred.
- Minimum of 5 years in ES&H roles, with at least 2 years of supervisory and or lead experience.
- Experience in quality assurance within a government contracting or military environment is highly desirable.
Certifications (Preferred):
- Certified Safety Professional (CSP)
- Supervisor Safety Certification such as:
- National Safety Council (NSC) Safety Trained Supervisor or;
- Board of Certified Safety Professionals (BCSP) Supervisor Safety Development Program (SSDP)
- ISO 9001 or AS9100 Lead Auditor Certification
