This position is responsible for the overall implementation and direction for the assigned area of the estimating functions to provide services, procedures and methods for the timely and accurate issuance of estimates and supporting documentation to the client and project management. In responding to estimating requests, is responsible for ensuring that departmental and company requirements are met. This position may direct the quantitative development of material, labor, and subcontract take-offs, as well as the coordination of information between Engineering, Procurement, Construction and Commissioning.
Provides technical and administrative direction to the core estimating group
Provides support for all estimating strategic objectives and initiatives
Reviews and validates all activities with respect to estimate quality and planning, staffing, consistency, systems training, and employee performance appraisals, career development and counseling
Develops, acquires, trains, implements, integrates, maintains, and audits the work process, technical, standards, guildelines, checklists, procedures, practices and systems to support
Provides/develops standards benchmarks for the validation of estimates
Provides/develops historical data requirements and develops or participates in the development of work processes and systems to facilitate the use of the data across the corporation
Develops the estimate plan and coordinate estimate development with the project team
Leads the development of the total project estimate; detailed and/or conceptual
Prepares the total Project Basis of Estimate
Prepares the estimate risk analysis and make cost contingency recommendations
Arranges and conduct department, discipline, and project estimate reviews
Participates in the presentation of the estimate to Fluor and client management
Assists in estimate completion activities and estimate turnover to the project team
Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
Other duties as assigned
Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and twenty (20) years of work-related experience or a combination of education and directly related experience equal to twenty-four (24) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner
Preferred Qualifications
Demonstrate strong technical ability, combined with communicative skills, to lead "customers" to the optimum systems and methods for their application
Exhibit a combination of salesmanship, technical empathy, and superior skills in the areas of estimating tools, construction management, and corporate business management
Demonstrate good writing skills; able to communicate succinctly and with clarity
Should be knowledgeable about both Lump Sum and Cost Reimbursable estimating
Should be knowledgeable about both Self-Perform and Construction Management Execution
Should be knowledgeable about internal Cost Systems, Progressing Systems, and Project Status Reports
Good analytical and computer skills
Understanding and experience within the Mining Industry is preferred.
Construction experience is preferred
