Job Summary
Directs and coordinates the activities of the Public Works Department. Provides professional and technical staff assistance to the City Manager. Represents the City on regional, technical committees.
Job Scope
Responsible for the preparation and direction of the operating budget of Public Works divisions, Engineering, Water, Wastewater, Streets & Drainage, and Traffic. Responsible for the supervision and direction of projects funded through the Capital Improvements Program.
Essential Job Functions
1. DEVELOPS departmental goals, objectives, policies, and procedures.
2. SERVES as technical advisor to the City Manager and the City Council.
3. ADVISES administrative staff on problems related to design and operation.
4. PROVIDES administrative direction for the management of projects, water, wastewater, and street operations, .
5. COORDINATES public works activities with other City departments and outside agencies.
6. PREPARES and ARRANGES for the preparation of reports to be placed on the City Council agenda.
7. PREPARES annual budgets and REVIEWS monthly budget summaries.
8. PARTICIPATES in various outside agency committee meetings.
9. REVIEWS development plats and plans, building plans, and engineering plans.
10. PREPARES and IMPLEMENTS capital improvement programs.
11. COMMUNICATES management and City Council decisions regarding departmental activities.
12. PERFORMS other related duties as assigned.
Skills, Knowledge and Abilities
1. Skills in effective oral and written communication.
2. Skills in public presentations, coordination, and negotiations.
3. Knowledge of land development, construction, code enforcement and building principles and practices.
4. Knowledge of operation of public works activities, construction methods, engineering principles, and management principles.
5. Ability to interpret and enforce City ordinances, rules, regulations, and policies.
6. Ability to work effectively in a quasi-political environment.
7. Ability to provide leadership to others.
8. Ability to resolve difficult citizen inquiries and complaints.
9. Ability to delegate authority and responsibility.
Minimum Education, Certification, and Experience Requirements
Requires a bachelor's degree in Engineering, Environmental Science, Construction Technology, Public Administration, or a related field from an accredited college or university. At least ten (10) years of experience in Public Works planning and operations or a related field, five (5) of which include supervisory responsibilities. A combination of education, experience, and licensing that demonstrates the ability to perform the job functions may be considered.
Preference may be given to those individuals who are licensed as a Professional Engineer in the State of Texas and/or applicable licensing through the Texas Commission on Environmental Quality
